09/11/1968 47::: . . MINUTES OF REGULAR MEETING OF BOARD OF HEALTH, September 11, 1968 _ 8:00 A. M. '-- Present: Dr. J. W. Hooper, Chairman, Dr. J. C. Knox, Dr. James Smith, Dr. James TidIer, Mayor O. O. Allsbrook, Attorney James Fox Minutes of the August 7, 1968 meeting were approved by motion of Dr. Smith, seconded by Mayor Allsbrook. Audit: The audit for year 1967-68 was accepted by the Board. Motion was made by Mayor Allsbrook, seconded by Dr. Smith. Motion carried. Insurance on Vehicles: The auditor has recommended that we raise the insurance coverage on the vehicles owned by the Department. It was suggested that Mr. Cranford have the Insurance Commissioners brine our coverage in line with other County owned vehicles. ....- Developers: Slides on soil conditions in New Hanover County were shown to the group by Mr. Samuel Cox of the Soil and Development Commission. Present for this meeting were: Mr. Neil Mallory of the Planning Department, Mr. Jesse Canaday of the State Board of Health and developers: Raeford Trask, Raeford Trask, Jr., Wilbur Taylor and J. W. Reaves. There was a general discussion regarding septic tanks and wells and the possibility of using Community Water Systems and Sewage Collection and Treatment Stations for the new developments. All were in agreement that this is a problem we must face and a committee was appointed to study all possible solutions. The Committee is as follows: Dr. J. C. Knox, Chairman, Dr. James Smith, Mr. J. W. Reaves, Mr. Raeford Trask, Jr. and Mr. Henry Cranford. A tentative meeting date for the first meeting was set for September 25 at 8:00 A. M. The meeting was adjourned at 9:JO A. M. Hooper, Chairman, Dr, James Smith, Dr. Heyward Bellamy, Dr, James Tidler, Mayor 0, O. Allsbrook Motion was made by Mayor Allsbrook, seconded by Dr, Bellamy that Dr. Joseph C. Knox be appointed Health Director, effective November 1, 1968, appointment to be reviewed at the end of 1969-70, at a salary or $22,l'W per year (subject to approval by the County Commissioners) and that Dr, Knox be given the freedom to attend the Academy of Pediatrics each year (not to co~~t against Vacation time), The vote was unanimous.
