01/13/1969 481 MINUTES OF BOARD OF HEALTH MEETING, MONDAY, January 13, 1969 , . Present. Mr. J. M. Hall, Jr., Chairman, Dr. Heyward Ballamy, Dr. James Smith, Mayor O. O. Allsbrook, Attorney James Fox ....- Minutes of the December 11, 1968 meeting were approved by motion of Mayor Alls- brook, seconded by Dr. Bellamy. Reappointment of Members of Board of Health and Staffl Mayor Allsbrook made the motion, seconded by Dr. Bellamy that Dr. James Smith and Dr. James Tidler be reappointed to the Board of Health for a two year term. Motion carried. (Appoint- ment of the third member to replace Dr. Knox will be taken care of by the ex- officio members within the next few weeks). Dr. Smith made the motion that Dr. Knox be reappointed as Health Director. This motion was seconded by Dr. Bellamy - motion carried. Dr. Knox recommended that the entire Staff of the Health Depart- ment be reappointed. Motion was made by Mayor Allsbrook, seconded by Dr. Bellamy that the staff be reappointed. Motion carried. (These appointments are for a two year term). Salaries I Dr. Knox presented proposed salary raises which would bring all employees to at least normal range, After considerable discussion, and Mr. Hall expressing his feeling that the Board of County Commissioners would not go along with more than a one-step raise, Dr. Smith made the motion that we follow up the original motion that was made in May, 1968. Dr. Bellamy seconded the motion. Motion carried. -..- Septic Tanks and Percolation Test: There was a general discussion of the problems some of our residents are experiencing when buying new homes in our area. After living in the homes for about six months, the septic tanks begin to overflow. We have been approving lots on the percolation tests made by registered surveyors. It was the feeling of the members of the Board that we should make our own percola- tion test since it is our responsibility to approve or disapprove a lot. Dr. Bellamy made the motion that we, with the approval of the County Commissioners, employ a new Sanitarian or Sanitarian Aide primarily for making these tests.
