MINUTES OF THE REGULAR BOARD OF HEALTH MEETING, October 1, 1969

Present: Mr. J. M. Hall, Jr., Dr. James Smith, Dr. James TidIer, Dr.
Heyward Bellamy, Dr. Frank Reynolds
Minutes of the September 3 meeting were approved by motion of Dr. TidIer,
seconded by Dr. Bellamy.
Plumbin~: Mr. Carl McGee, who is representing the plumbers of New Hanover
County, appeared before the Board. He is asking that the Board of Health set
up an examination for Journeyman Plumbers once again. After discussion of
some of the faulty plumbing that is now going on in the county (Pine Valley
School's contaminated water as an example) the Board asked Mr. McGee to draw
up plans for this examination but leaving out some of the restrictions that
werp enforced in this county before, regarding plumbers from other counties
an~ states. an~ to apppar bpfore the Board in November with the plans.
Dr. Knox IRpntioned that it might be wise to require each builder to have a
"Certificate of Occupancy" before anyone was allowed to occupy any new
bUilding. This certificate would probably be issued by the Health Depart-
ment after all final inspections were made. Mr. Hall asked that Dr. Knox
draw up some plan to this effect and if necessary, that he call a special
Board Meeting. If this is done, we should have a public hearing and publish
the plan.

~uditl The audit report was given to the Board Members for study and adoption
at the next Board of Health Meeting.
Disposal of Gar~e and Rubbish: Mr. Hall advised the Board that the County
is considering three sites for Sanitary Landfills for the county and hope to
have all three in operation soon.
