08/05/1970 521 0052/ MINUTES OF BOARD OF HEALTH MEETING, AUGUST 5, 1970 ~ , Present I Mr. J. Van B. Metts, Jr., Chairman, Dr. James Smith, Dr. James TidIer, Dr. Frank Reynolds and Mr. James Fox, Attorney ....- Minutes of the July meeting were approved by motion of Dr. Smith, seconded by Dr. TidIer. Dental Program I Dr. William C. Satterfield has been assigned to New Hanover County to work in the dental program effective September 8, 1970. Motion was made by Dr. Smi th that we try this program for the coming year and keep records of work done. Dr. Reynolds seconded the motion, motion carried. (It is hoped that this program can become self sustaining as the State phases out of it.) New ~artersl Dr. Knox showed the Board the plan proposed by Von Oesen and stated that he would rather remain here in the present building than to move into a building that is not workable. Dr. Reynolds made a motion, seconded by Dr. TidIer, that we investigate further to see if more could be accomplished with the $50,000 than Von Oesen Associates present in their plan. The motion carried and Mr. Metts appointed Dr. Reynolds to work with Dr. Knox to see what could be done. Percolation Testl Dr. Knox +eported to the Board that we have a man employed to begin running percolation test. The program will begin on August 17, 1970. All contractors have been notified by mail. Draglinel A report was given that the new dragline will be delivered on August 6, and we will begin using it in the Drainage program immediately. Landfill I The crawler has been purchased for the landfill and a man secured to operate it. Mention was made that since this crawler would have to be moved from -- si te to site and that the two draglines must be moved so often, that we might need to buy a low boy. Suggestion was made that we keep account of the number of times we use the low boy and find out how much it would cost to rent one to see whether or not we should begin thinking about the purchase of one. Letter on Discrimination - HUDI Copies of a letter from HUD had been received stat- ing that they had been advised that Mr. Henderson had purchased an extra lot and that as far as they were concerned as soon as proof was given of the purchase, the case would be closed. (A letter was received on August 7, stating that proof has been furnished and that the case is closed.) Dr. Black's Trailer Parkl After discussion on whether or not we would have to go along with plans that had been approved previously, Mr. Fox stated that approval could be set aside if going ahead with the previously approved plan would create a health problem. By common consent the Board agreed that previously approved plans would stand, unless they created a health problem. Ordinances I Mr. Metts asked that copies of all ordinances that we enforce, whether State or local, be furnished to the Commissioners Office for their recerds. -- Plumbin~ Codel A 1I0tion was made directing the Chairman of the Board of Health to write a letter to the City of Wilmington advising them that the Board of Health automatically repeals the Plumbing Code presently in existence in so far as the City of Wilmington is concerned upon the passage of a Plumbing Code by the City Council of Wilmington, N.
