REGULAR MEETING OF BOARD OF HEALTH, March 3, 1971

Present: Dr. James Smith, Assistant Chairman. Dr. James TidIer, Dr. Frank
Reynolds, Mr. Ed Carter, Mr. Meares Harriss and Attorney James C. Fox
Minutes of the February 3 meeting were approved by motion of Dr. Reynolds,
seconded by Dr. TidIer.
Surveyors: A delegation of surveyors: Robert H. Goslee, Gerrit C. Greer,
George Losak, H. M. Lougblin, Jack G. Stocks, appeared before the Board along
with C. L. Reavis, President of the Home Builders Association. Mr. Goslee
acted as spokesman for his group presenting a list of recommendations. The
surveyors recommended that the Health Department be responsible for percola-
tion tests in the County with the stipulation that the developer has the right
to utilize his surveyor if a hardship is being placed on him by the Health
Department not being able to furnish the required percolation data in a reason-
able length of time. They also suggested that we work toward furnishing this
service free of charge. Mr. Reavis stated that the Home Builders Association
endorses the right of the surveyor to make percolation test. Mr. Harriss made
the motion that Dr. Knox study the recommendations and write a letter to the
Board Members giving his recommendation and that a poll be taken or if necessary
a special meeting called. Motion was seconded by Mr. Carter and carried.
Plumbing Code: Mr. Fox told the Board that the County Commissioners have not
heard from the Building Code Council re the Plumbing Code, therefore we would
have to delay repealing our code.

Salaries: Dr. Knox recommended that the salary of D. C. Hall be raised to
$8,028 per year because of the excellent job he is doing and the fact that
some of the men supervised by him (dragline operators, etc.) are paid more
than he is. Also, he recommended that the salary of George Shepard be raised
to $7,800 per year since he will be supervising the mechanic who will be servic-
ing the cars for the Sheriff's Department. Motion was made by Dr. Reynolds,
seconded by Dr. TidIer that we recommend these raises to the County Commissioners.
Motion carried with Mr. Harriss abstaining.
There being no further business, the meeting was adjourned.
