07/07/1971 541 j , : OU541 MINUTES OF BOARD OF HEALTH MEETING - July 7, 1971 ~. ... - Present: Dr. James Smith, Vice Chairman, Dr. James Tidler, Mr. Meares Harriss, Mr. John Oxenfeld, Mr. Ed Carter, Dr. Frank Reynolds and Attorney James Fox Minutes of the June meeting were approved by motion of Mr. Harriss, seconded by Dr. Tidler. Examination Board for Journeyman Plumbers: On March 4, 1970 the Board of Health adopted plumbing regulations that require a journeyman plumber to have a valid license issued by the New Hanover County Plumbing Board and/or a valid license from another county in the State of North Carolina or from another State. Mr. Fox advised the Board that when we repealed our plumbing code on May 5, 1971 this did not do away with this regulation and that the Board of Health should either enforce this or repeal it. After some discussion Mr. Fox suggested that since both the County and City are involved the Board of Health should appoint this Board. Dr. Tidler made the motion that we utilize the ordinance we now have. Dr. Reynolds seconded the motion, motion carried. Also included in this motion was that the wording of 105-3 (e) be changed from Plumbing Inspector of the Health Department to Plumbing Inspector of the City of Wilmington and County of New Hanover. The Chairman, Dr. Heyward Bellamy, and the Vice Chairman, Dr. James Smith, were asked to appoint this Board of Examiners which will consist of one master plumber, one journeyman plumber, one general contractor, one professional engineer and the plumbing inspector of the City of Wilmington and County of New Hanover. Dr. Smith asked that members of the Board of Health send their suggestions to Dr. Knox and he in turn would forward them. This ordinance will be posted and published according to the law before being enforced. ~ . Administrative Assistant: Dr. Knox had talked with Mr. Clark Edwards, Personnel Officer from the State Board of Health, regarding an Administrative Assistant and Mr. Edwards has suggested an Administrative Officer II for this position. Mr. Harriss stated that what he has in mind is a Trainee in the Public Health Adminis- trator series. Dr. Knox was asked to check further with Mr. Edwards to see if this is possible. Quarters for Health Department: Dr. Knox reported to the Board that Mr. H. A. Marks and Mr. Herbert McKim visited him on June 9 to discuss the old building at James Walker Memorial Hospital again. Mr. Harriss stated that he had recently found out that this building is not fire proof and that since Hemingway Hall burned that he feels it is necessary that County offices be housed in fire proof buildings. Dr. Tidler stated that the Board of Health has already discussed this and has given their recommendations concerning quarters for the Health Department. >0-. Dr. J. C. MacKay's Salary: Dr. Knox explained to the Board that the Tuberculosis Control Section of the State Board of Health has been paying Dr. MacKay $2,100 per year for the extra work load he has been carrying since we began the project. After our budget was passed by the Board of Health and forwarded to the County Auditor we were advised that the State Board of Health did not have the money to continue paying Dr. MacKay. Dr. Knox recommended to the Board that we ask that Dr. MacKay's salary in the regular budget be increased by this amount since the cut back that would be caused by this loss of services of Dr. MacKay could ruin this program. Patients who are being followed in this clinic as ambulatory patients may have to return to the Sanatorium for in-patient care. The Board agreed that much tax money is saved by following these people here and trying to prevent their having to return to the Sanatorium. Mr. Harriss suggested that we write a letter to the County Auditor with ~ . (U542 a copy to the County Administrator requesting this change. (letter written 7-7-71) Betty West Retirement: Mrs. Betty West, PHN Supervisor II, worked with the New Hanover County Health Department from October 1958 to September 1963 at which time she took one year Educational Leave. Mr$. West returned to the Department in September 1969. She was not here when the County went on Retirement in April, 1967, therefore she did not receive credit for these approximately five years of prior service. Recently legislation was passed allowing a county to give credit to an employee in a case such as hers upon agreement of the County Commissioners. Dr. Reynolds made the motion, second- ed by Dr. Tidler, that we give this information to the County Commissioners for their study and consideration. Motion carried.
