MINUTES OF BOARD OF HEALTH MEETING - November 3, 1971
Present: Dr, Heyward Bellamy, Chairman, Dr. James Smith, Dr. James Tidler,
Mr. H, A, Marks, Mr. Ed Carter, Mayor B. D. Schwartz, Mr. Meares
Harriss, Jr., and Attorney Jim Fox

Dr. Smith made the motion, seconded by Mayor Schwartz, that the minutes be
approved. Motion carried.
Landfills: A proposed list of materials that would be accepted and materials
that would be rejected at the Sanitary Landfills was presented to the Board
by Dr. Knox. Materials accepted would be: Garbage and rubbish from routine
collection services, residence and commercial, Household appliances, furniture
and bedding, Brush, tree trimmings, leaves and general refuse from residences.
Cardboard and wooden containers from businesses and industries. Tires, if cut
up. Construction wastes in small quantities. Textile wastes when boxed or
baled, Metal and cardboard drums (empty). Refused would be: Stumps and
logs. Any liquid or semi-liquid waste or sludge. Any chemical that may be
dangerous to employees or equipment or any chemicals that may pollute the
ground water, Any fire or highly inflammable material. Demolition wastes.
Junk cars or other vehicles. (The household appliances will be put in a
separate place at the landfill to be used for a fishing reef at a later date.)
Motion was made by Mr. Marks, seconded by Dr. Tidler, that these regulations
be adopted and haulers notified, Motion carried.
Well Re~ulations: The new proposed well regulations of the Water and Air
Resource Department was discussed. It waS agreed that there are some regula-
tions that could not apply to New Hanover County. Mr. Harriss made the motion
that Dr. Knox contact the head of the Department and call attention to the
impractical aspects of these regulations as they apply to the entire State.
The motion was seconded by Dr, Smith, Motion carried.
Chlorination of Wells: The committee that had been appointed to study this
problem offered the following solution: Chlorination of water supply, wells
and homes, to be the responsibility of the well driller or water supplier. Motion
was made by Mr. Harriss and seconded by Dr. Tidler that the committee's recommen-
dation be accepted. Motion carried.
Septic Tanks: The above committee also recommended
seepage areas should meet standards of FHA and VA,
by Mr. Harriss, seconded by Dr. Tidler and carried,

Report on New Quarters: Mr. Marks reported that Mr. Herb McKim is in the process
of completing the narrative to be taken to Mr. Henderson of the Medical Care
Commission in Raleigh. Mr. Marks suggested that several people should go to
Raleigh to take this narrative and talk with Mr. Henderson.

Dentistry: Dr. Smith reported that there is a dental X-Ray machine that could
be bought for a small price or perhaps even donated to the Health Department,
By common consent the Board agreed that Dr. Smith should discuss this with Dr.
William Satterfield, our School Health Dentist, and see if he would like to
have the machine.

Journeyman Plumbers Examinin~ Board: Mr. R, G. Smith, the fourth member of this
Board, has consented to serve. Dr. Knox asked if Mr. Fox would draw up a notice
for the newspaper and court house door re the requirements of this examination.

RESOLVED, that the following Rules and Regulations Requiring
Plumbing Installations To Be Made By Journeyman Plumbers and
Licensing of Journeyman Plumbers are herewith adopted.

The following rules and regulations are adopted by the Board of Health of New
Hanover County. 3 _ l i. -,",
Section 1. Journeyman plumber is a person skilled or trained in the installation
of a plumbing system in commercial or residential properties; and shall have in
his possession a valid license issued by the New Hanover County Plumbing Examining
Board and/or a valid license from another county in North Carolina or from another
State. A license may be issued to a journeyman plumber without examination if he
possesses a certificate stating that he has completed successfully a course of
training in plumbing offered by Cape Fear Technical Institute or such certificate
issued by another Institute (Technical) approved by the North Carolina Board of
Education.

Section 2. All plumbing installations in the City of Wilmington and the County
of New Hanover in new buildings or alterations of existing plumbing of major pro-
portion shall be made by, or supervised by a journeyman plumber.
Section 3. Board of Plumbing Examiners shall consist of: one master plumber,
one journeyman plumber, one general contractor, one professional engineer and the
plumbing inspector of the Health Department.
Section 4.

Examinations shall be given at least twice a year, March 1 and September

Application for examination shall be made thirty (30) days prior to
examination.
(2) Examination shall consist of a written and oral examination.
(3) Any or all of examination may be waived if in the opinion of the
examining board the candidate provides proof of recent graduation
from an approved Technical Institute or a recent valid license from
another county or state testifying as to his efficiency in installa-
tion of plumbing systems,

(4) Examination fee for plumbing license shall be Ten ($10.00) Dollars.
(5) Renewal of license - each 2 years. Fees for renewal - $3.00.
(6) This license may be revoked by the Examining Board at any time the
individual fails to comply with the plumbing regulations.
Section 5. Any person who shall violate the provisions of these rules and regula-
tions shall be guilty of a misdemeanor, punishable by a fine of not ~ore than $50.00,
or imprisonment for not more than thirty (30) days, in the discretion of the court,
and provided by section 130-203 of the General Statutes of North Carolina,
Section 6. These rules and regulations shall take effect on the first day of
December, 1971.
