03/07/1973 ot15rg BOARD OF HEALTH MEETING - March 7, 1973 .. . Present: Dr. Heyward Bellamy, Chairman, Dr. James Smith, Dr. Frank Reynolds, Dr. James Tidler, Mr. R. E. Carter, Mrs. Vivian Wright and Attorney James Fox Minutes of the February 7 meeting were approved by motion of Dr. Tidler, seconded by Dr. Reynolds. Size of Board of Health: Dr. Bellamy mentioned that our Board could have nine members by law instead of the present seven if re~uested by the County Commis- sioners. Mr. Fox advised that we leave the Board as it is until we see the out- come of pending legislation concerning Public Health in North Carolina. New Quarters: Medical Care Commission had re~uested a letter from the Board stating that the plans for the new ~uarters had been reviewed and approved. These plans were presented to the Board and were approved as presented. A letter will be forwarded immediately. .......... Litter in New Hanover County: Dr. Knox showed some pictures taken near New Hanover Memorial Hospital and cited this as an example of what is taking place in the County. Mr. W. H. Cranford, Director of Sanitation, had written a memo to Dr. Knox regarding problems in the city with litter and with the use of improper garbage containers. It seems the city has no authority to prosecute people who dump ille- gally but the Board of Health does have this authority. The problem is personnel to enforce the laws already in existence. A possibility of using dumpsters located in various places throughout the county might be an answer. (This was investigated by the former County Manager as to cost of dumpsters, pick-up, etc. - the figures should be in his office.) Dr. Knox also reported that he had refused a meat packing plant permission to deposit grease and pickling juice at the landfill. Pending Legislation re Public Health: A report of the Legislative Study Commission on Organization and Delivery of Public Health Services in North Carolina to the 1973 General Assembly had been delivered to each board member. This report was discussed and it was the feeling of the members present that this legislation would give too much power over local health departments to the State Board of Health. Dr. Bellamy asked that we set up a meeting between a committee of the Board of Health (Dr. Reynolds, Dr. Smith and Dr. Knox) and the representatives from this area (Clark, Rountree, Rhodes and Schwartz) to convey the feeling of this Board regarding this legislation. The Board also expressed appreciation of Mr. Vaughan's action in sending Mrs. Wright in his place to the meeting. There being no further business the meeting was adjourned.
