04/10/1974 -,,,.i '-07 006[7 BOARD OF HEALTH MEETING - April 10, 1974 Present. Dr. James Smith, Chairman, Dr. Frank Reynolds, Mrs. Vivian Wright, Mr. H. E. Carter, Mr. J. R. Reaves, Mr. Bruce Freeman, Mr. George ~ Chadwick and County Manager Dan Eller and Attorney James Fox Minutes of the March meeting were approved by motion of Mrs. Wright seconded by Mr. Chadwick. Muzak: Representatives of Muzak presented their program to the board for con- sideration in the new quarters. A paging system could be included in the package. Members of the Board agreed that before any action could be taken we would need to know the cost and certainly weigh the value of the system. It was suggested that we look into the cost of a paging system for the new quarters whether or not it was Muzak. Bud~et for 1974-75: A tentative budget for 1974-75 had been mailed to the board members for study. Many items in the budget were discussed and many questions asked by members of the board. After all questions had been answered - Dr. Reynolds made a motion that the budget be accepted as presented (salaries to be adjusted to salary scale that had just been received - a difference, including social security and retirement en adjustment of $1102.) Mr. Carter seconded the motion. All members present voted in favor of this motion except Mrs. Wright who abstained since she would be involved in budget as a County Commissioner. Solid Waste: Dr. Knox told the board that we have had many complaints about trash being dumped illegally in the County. Last year in the budget we had asked for three Solid Waste Aides to police the County for this type of violation but the Commissioners did not see fit to approve these. Dr. Knox suggested that maybe the ~4 Commissioners would like to reconsider this item for this year's budget. This program was not included in our budget but cost would amount to approximately $30,000. It was suggested by Dr. Smith that we ask the Commissioners if they would like to consider such a program. A letter from Babcock and Wilcox re dumping on their right of way was called to the attention of the board. It was suggested that Dr. Knox write a letter to the property owners asking them to clean up their property and quoting the law re this to them. Mr. Fox stated he would help in any way he was needed. Adoptin~ Codes by Reference: It was pointed out that we need to adopt the FHA Standards for Septic Tanks, etc. and the Milk Ordinance by reference and file copies with the Clerk of Court. Copies of the FHA standards had been prepared for the board but it was pointed out by Mr. Reaves that this was not the latest edition _ that one had just come off the press. Since the latest editions of both ordinances were not available this was tabled until the May meeting at which time Mr. Fox said he would have everything in order for the board to adopt. ..., ,~ Wells: Dr. Knox mentioned the fact that several owners of property have been sinking lines from their well to a pump located in another area. This practice could cause sub surface water to be sucked into lines causing contamination. There is a section in FHA regulations re this which will also be studied before the May meeting. Mrs. Wright asked if it would be wise for the Health Department to spot check wells for safe drinking water. Dr. Knox advised that we do provide this service but the owner must call the department and request it - then the Sanitarian goes to the home and takes the sample so that it will not become contaminated in collection. OC5CU Final Inspections: Dr. Knox advised the board that final inspections are being made and occupancy permits are being issued in connection with sewage disposal systems. Some question had been raised as to whether or not this was being done. Report on Soil Conference - Professor Louis Ault, NCSU: Members of the Board felt this had been a worth while meeting - Mr. Reaves reported on a few items discussed after some of the board members had left the meeting - the possibility of going back to separate systems for grease traps, washing machines and toilets. Also, the suggestion that the Health Department educate the public re the use and care of septic tanks. The Board felt this was a good suggestion to consider for future use.
