10/08/1975 63200641 MINUTES OF BOARD OF HEALTH MEETING - October 8, 197~ Present: Dr. James Smith, Chairman, Dr. James Tid1er, Dr. Frank Reynolds, Mrs. Vivian Wright, Mr. J. R. Reaves, Mr. George Chadwick, Mr. Bruce Freeman, Mr. R. E. Carter '/,;......- Absent: Mr. W. K. Whitmire Intra Departmental Information: Dr. Knox told the Board that he had decided to promote Frank Olive to Sanitarian Supervisor II to replace Mr. Henry Cranford who retired on June 30, 1975. Mr, Olive has served as a Supervisor for four years under the supervision of Mr. Cranford and Dr. Knox said he feels that Mr. Olive is qualified for the position and that he has done a good job as Acting Supervisor since July 1. Dr. Knox also told the Board that the dentist and dental hygienist are going to be married and will move to the dentist's home town to go into private practice. A new dentist will be moved here as soon as they leave, according to information received from the Raleigh office. Another item of information: Mrs. Ge1a Hunter, PHN on our staff will be on educational leave for one year to become a Family Nurse Practitioner. WIC Program: This program again came up for discussion and it is still the general feeling of the Board of Health that this program is a duplication of other programs and that it is a program that cannot be controlled. The Board asked that Dr. Knox, Dr. Reynolds and Dr. Smith discuss the program fUrther and if they think it necessary to go to the County Commissioners and point out some of the weaknesses of the program. Drainage Easement: Questions have been raised about the present Drainage Easement Form the department is using. Some people will not sign it because it gives a sixty foot right of way and gives the department the right to say where the right of way will be. After a general discussion and comments from Mr. Fox, County Attorney, it was decided that the easement must remain as it is for the protection of the county. Mr. Fox stated that if a person did not want to sign our form he cound have his own lawyer draw up an easement and if it were acceptable to the County then we could proceed with drainage. Drag1ine Sale: Appraisals had been received from two companies as to the worth of the drag1ine that is for sale. Mrs. Wright made the motion, seconded by Dr. Reynolds that we recommend to the County Commissioners that they negotiate with Brunswick County for the sale of this drag1ine for no less than $20,000. Motion carried. Home Health Services: Miss Annie Lou Davis, Director of Nursing and Mrs. Julia Dixon, PHN, came to the meeting to tell about the Home Health Service program and to answer any questions that the Board may have.
