04/07/1976 '. 00655 MINUTES OF REGULAR MEETING OF BOARD OF HEALTH - April 7, 1976 ~ , Present: Dr. James TidIer, Chairman, Dr. Frank Reynolds, Dr. James Furr, Mrs. Vivian Wright, Mr. Roma Lee Hall, Mr. R. E. Carter, Mr. George Chadwick, Mr. Joe Reeves, Mr. Bruce Freeman and County Manager Dan Eller and Attorney James Fox. Absent: None Notice was called to the fact that absentees from the March meeting were not named separately in the minutes. Mr. Joe Reeves was ahsent from the March meeting. With this correction, minutes were approved. Lead Levels in Children'- New Hanover County: Mrs. Betty West, PHN Supervisor and faculty member of UNC - Chapel Hill, brought the Board up to date on the finding of high lead levels through our Child Screening Program. We have only been able to screen one year olds through this program and 25% of those screened have had elevated blood lead levels. These children are AFDC recipients and live in areas of very old housing. A high lead content has been found in the soil around the homes of these children and most all are dirt eaters. Help has been offered by the UNC at Chapel Hill through a grant for studying development of children. There is a team with HEW who would be better for the study since they have interests the same as ours. If this team is not available, then the UNC group will be contacted for help. Committee - Health Director: Dr. Reynolds reported to the Board that Dr. Finger has reconsidered and would be available after July 9. Several members of the Board suggested that because of the political implications referred to in a letter from Dr. Finger, that further investigation be made as to why Dr. Finger had already resigned. By consensus the members of the Board agreed that various members would contact people in Winston Salem to check on the controversy and that there would be a called meeting of this board on Friday, April 9, to decide whether or not to employ Dr. Finger as Health Director. Committee - WIC Program: Mr. Carter reported that at this time governmental funding had not been approved for the WIC Program and that if and when it is approved, proper action can be taken by the Board. The committee has no recommendation at this time. Milk Fees: Dr. Knox told the Board that he had been contacted by Scotland County and asked to test their milk samples since our fees are so much less that the laboratory that has been checking their samples. Dr. Knox told the board that we are still charging the same thing we have been for many years. We charge $2.00 for milk, $1.00 for butter milk and sour crean and $.50 for butter fat. Dr. Reynolds made the motion that study be made and charges be changed to correspond to present cost. The motion was seconded and carried. When a decision is reached a report will be made to the Board of Health. Dragline Bid: Dragline bids were opened on April 5 and the high bid was $15,750. Since the dragline has been appraised at much higher figure Dr. Reynolds made a motion that this board recommend to the commissioners that they reject this bid and readvertise at "not less than $20,000". Motion was seconded and carried. There being no further business the meeting was adjourned. Reaves, Mrs. Vivian Wright, Mrs. Roma Lee Hall, Dr. James Furr and Mr. Dan Eller, County Manager -- Absent: Mr. R. E. Carter, Mr. George Chadwick, Mr. Bruce Freeman This meeting was called to report results of telephone investigation of Dr. James Finger and to decide whether or not to offer him the position as Health Director. Reports were made by various members of the Board, all of which were very favorable. Motion was made by Dr. Reynolds, seconded by Dr. Furr that the board go on record as offering the position as Health Director of New Hanover County to Dr. James Finger to begin as of July 15.
