09/01/1976 MINUTES OF BOARD OF HEALTH MEETING - September 1, 1976 00667 Present: Dr. James TidIer, Chairman, Dr. Frank Reynolds, Mrs. Vivian Wright, Mrs. Roma Lee Hall, Mr. Bruce Freeman, Mr. George Chadwick, Mr. J. R. Reaves, Mr. R. E. Carter, Dr. James Furr and County Manager Dan Eller ~ ~ Absent: None Minutes of the August meeting were approved as presented. Dr. TidIer made an announcement that he had been notified by the president of the North Carolina Health Director's Association that Dr. Joseph C. Knox had been named "Health Director of the Year" at a recent North Carolina Association of County Commissioners meeting in Pinehurst. Drainage Program Committee: Since the Health Department is going into a program of hand ditching this year, the personnel to be involved felt a committee should be appointed to help set priorities and give guidance in the drainage program. Dr. TidIer appointed Mr. Bruce Freeman, Dr. James Furr and Mr. R. E. Carter to serve on this committee and asked also that Mr. Bob Williams, County Engineer, serve as an ex-officio member. Swine Flu Vaccination Program: After much discussion by members of the Board, Dr. Reynolds made a motion that the Board of Health go on record as favoring the flu vaccination program requested by the State in New Hanover County and that multiple sites be used to administer the vaccine. Motion was seconded by Mr. Chadwick and carried. A second motion was made by Dr. Reynolds that Dr. Finger write a letter to the President of the New Hanover County Medical Society out- lining the way the recommended clinics would work and asking for the cooperation of the medical society but that publicity be withheld until after the September meeting of the medical society. Motion was seconded by Mr. Carter and carried. It was suggested that Dr. Finger sit down and talk with Dr. Ficklen explaining the program to him. It was agreed that no statement should be made to the news media that would make members of the medical society feel they were being forced to participate in the program. Swimming Pool Ordinance: Mr. James Fox, County Attorney, had mailed copies of a letter to each board member asking for comments on the wording of the attachment to the Swimming Pool Ordinance. There was no criticism. Alteration to the ordinance in Section 2.1 is as follows: "Sec. 2.1. No person shall begin construction, alteration or modification of any public swimming pool without first having received written approval from the New Hanover County Health Department. The provisions of this ordinance do not require the alteration or modifi- cation of swimming pools existing on the effective date of the ordinance in order to comply with its terms, the application of the ordinance to construction, alteration or modification of swimming pools to be pros- pected only. Notwithstanding the foregoing, Sections 6, 7, 16, 17, 19, 20, 21 and Sections 23 through 28, inclusive, of the ordinance, are applicable to the operation of existing swimming pools, as are all other, etc. (see attached) There was no criticism thereof as stated in minutes of August 4, 1976 the ordinance with this alteration stands adopted and will be posted and published according to law. .......- OOEb~3 There being no further business the meeting was adjourned.
