11/03/1976 00671 MINUTES OF BOARD OF HEALTH MEETING ~ November 3, 1976 . ~ Present: Dr. James TidIer, Chairman, Dr. Frank Reynolds, Mr. George Chadwick, Mr. J. R. Reaves, Mrs. Vivian Wright, Mrs. Roma Lee Hall, Dr. James Furr, Mr. Bruce Freeman and County Manager Dan Eller. Absent: Mr. R. E. Carter Minutes of the October meeting were approved as presented. Home Health Service Fees: Letters from the Attorney General and Institute of Government had been received regarding the legality of making up the difference in the money lost through the ruling by Blue Cross of the lower of cost or charges. While it is legal to make up the difference, it was the feeling of our board members that this was not a good idea. Dr. Reynolds made a motion, seconded by Mr. Chadwick that we stick with the $16.00 per visit instead of going to $22.00. Motion carried. As stated in the minutes of October, 1976, the board will consider the possibility of becoming a public provider before the beginning of the next fiscal year. Drainage Complaint - Carolina Beach: Mr. Frank Olive, Sanitarian Supervisor, told the board of a complaint from a Carolina Beach resident, of water standing on his lots on Spartenburg Avenue. This is with-in the city limits of Carolina Beach and he has complained to them but with no results. It was determined that we could possibly use a hand ditching crew to clean the ditch in question, but only to Birmingham Avenue. Motion was made by Mrs. Hall, seconded by Dr. Furr, that we proceed with cleaning the ditch but to inform the complaintant that this would not cure his problem - that either he or the city of Carolina Beach would have to take care of the problem along the city streets. Motion carried. Well Regulation: Mr. Olive asked the board to consider changing the requirement for wells from 100 to 50 feet from termite treated foundations. After discussion determining that this would be safe - motion was made by Mr. Reaves, seconded by Mr. Chadwick that the ordinance be changed. Motion carried. (Proper advertisement of this change will be done.) Complaint by Mr. George Golden regarding Septic Tank Regulations: Mr. Golden appeared before the board to request permission to put two mobile homes on one septic tank. This is against regulations - he had talked with Mr. Olive and Dr. Finger about his problem but was not satisfied and had requested a hearing before the board. After hearing his complaint Dr. Furr made a suggestion that we give this further study. Mention was made that the State Division of Health Services is reworking the State ordinance and that we should find out what their recommendations are at this time. Mr. Olive was also asked to check with the zoning board to see if Mr. Golden has room on this lot for another trailer. He only has an acre of land and already has a house and two trailers on it.
