MINUTES OF BOARD OF HEALTH - April 6, 1977

Minutes of the March meeting were approved as presented.
Home Health Service Fees: Dr. Finger recommended to the Board that the
department apply for public provider status for our home health service
visits. This would assure the department of collecting the entire cost
of visits from Medicare and Medicaid patients. Under the present system
if charges are lower that cost then the difference cannot be recovered.
Under the public provider system the charges must be kept at below 50%
of cost in order to collect cost. This sytem would also allow us to bill
private patients at a lower rate but still collect the entire cost of
Medicare and Medicaid patients. Dr. Seidel made the motion that we apply
for public provider status providing that at the end of the year we have
the option of going back to the other system if we wish. Mrs. Hall
seconded the motion. Motion carried. (Mr. Reaves abstained from voting.)
T. B. Skin Testing: Dr. Finger reported that 8,742 skin tests had been
done in the schools - of these 8,145 were read. There were only twenty-
four positive reactors.

Throat Cultures: Because of repeated sore throats in one of the kinder-
gartens the department had been asked to do throat cultures on the students
and teachers. Twenty-one children and three teachers were examined. Ten
of the children showed positive cultures - all are now under treatment from
their private doctors.
Their being no further business, the meeting was adjourned.
