06/07/1978 ~ ....,.... -- ~. '-- +- 00716 MINUTES OF BOARD OF HEALTH MEETING - June 7, 1978 Present: Dr. James Furr, Assistant Chairman, Mr. Deother Melvin, Mrs. Vivian Wright, Mr. R. E. Carter, Mr. J. R. Reaves, Dr. Murray Seidel, Dr. William Eakins and Attorney James Fox Absent Mr. George Chadwick and Mrs. Roma Lee Hall Minutes of the April and May meetings were approved as presented. Report on Maternal and Child Health Programs: Dr Seidel presented an over- view of the MCH Programs in the department. Under Child Health he mentioned the High Risk Infant Program, which is a tracking program of high risk infants from the hospital nursery for five years, the Early Periodic Screening Diagnostic Treatment (EPSDT) progra~ for children to 21 years of age referred by the Department of Social Services, the Well Baby Clinics in various loca- tions throughout the county, staffed by local pediatricians and public health nurses; and the immuni~ation clinic here in the department. Under Maternal Health - sources available are Private Care, OB Clinics at New Hanover Memorial Hospital and Special OB Clinics at the Hospital - the public health nurses attend these clinics to council the patient and to advise them of services available for themselves and their children at the health department. He also mentioned Family Planning and Venereal Disease Clinics held in the department and money available through the State to pay for fifteen deliveries each year at the hospital. He stated that in his opinion Maternal and Child Health are adequately covered by the department at this time and that he had no recommen- dations. Carolina Beach Clinic. A nursing clinic had been requested for an area on Carolina Beach Road, near Monkey Junction. Question was raised at the May meeting as to the need of this clinic. Mr. Trottie who had asked that the clinic be started was present along with the FNP and Chairman of the Board of Federal Point Clinic to answer questions by members of the board. When asked about the need Mr. Trottie explained that there are forty-one widows living in this area and most of these do not have means of transportation. In answer to the question as to why they cannot be seen at Federal Point Clinic, Mr. Trottie stated that it is six miles to the Clinic and eleven to Wilmington and there are no buses. Mr. Tucker, Chairman of the Federal Point Clinic Board, stated also that their clinic is not free and that these people cannot pay. Mr. Trottie was asked if this clinic was needed in order to get federal funds for a senior citizens building. He replied that he thought they would get these funds whether or not the clinic was there. In answer to the question of what types of service would be offered in this clinic - Dr. Finger replied that it would be a referral and advisory clinic or a health maintenance type clinic. Dr. Eakins made a motion that the board endorse the concept of this clinic - motion was seconded by Dr. Seidel and carried unanimously. Septic Tank Problems - Marquis Hills Sub-Division: Several families from this sub-division came to the meeting to present a problem whereby the drain lines from two lots ended on a third lot and were bubbling up on this lot. The owners wanted to know from the board if the board could direct the devel- oper to put the lines on the correct lots. After much discussion _ Mr. Melvin made a motion that the matter be tabled until our attorney can study the situation and make recommendations to the board as to what can be done. Motion was seconded and carried. The owners also asked Mr. Fox to investigate if the developer is responsible for maintaining ditches in the sub-division. They 00717 also asked to be notified of the next meeting so that they can be here to hear the results of Mr. Fox's study. Dr. Eakins asked that a bacterial count be ~ made from these ditches before the next meeting so that the board would know if there is actually a health hazard involved here. --r Miscellaneous: Dr. Finger advised the board that our budget hearing with the Commissioners would be Monday, June 12 at 1:30 P. M. Decision was made that the July meeting be on the 12th instead of the 5th due to holidays. Mr. Reaves reported that his committee on septic tanks would be ready very soon. He also said that the State would like to install several test sewage systems in New Hanover County. These are some of the new systems being tested throughout the state. Mr. Reaves made the motion that a reasonable number of these systems be allowed with the understanding by the owner that if they do not work they would have to be replaced at his expense and that the owner be notified of this in writing. Motion was seconded by Mrs Wright and carried. There being no further business, the meeting was adjourned. Approved. July 12, 1978 Respectfully submitted, , m~~~ ~ EXECUTIVE SESSION ---- The Board was called into executive session to discuss the fact that Dr. Byond Yue has stated that he will not put in IUD's for the Family Planning patients now would he be the back-up for our FPNP who will return from training on July 1, 1978, and will begin using IUD's as part of the program. Question was raised as to Dr. Yue working in the Family Planning Clinic since he is a surgeon instead of an OB-GYN specialist. Dr. Finger recommended to the board that he, Dr. Eakins and Dr. Seidel form a committee to make recommendations to the board on coverage of the Family Planning and Venereal Disease Clinics. Mr. Melvin made such a motion. Motion was seconded by Mr Reaves and carried unanimously. ~ ....
