MINUTES OF BOARD OF HEALTH MEETING - July 12, 1978

Mr. J. R. Reaves, Mrs. Roma Lee Hall and County Attorney James Fox

Minutes of the June meeting were approved as presented.
New Personnel: Dr. Finger introduced Miss Kathy Huson, Nutritionist, to the
board. Miss Huson has been employed to work in the WIC Program.
V. D. Program: Mr. Bobby Waters, PH Investigator with the department presented
a brief program on the department's Venereal Disease Program. He stated that
last year to date 433 cases of GC had been reported and this year to date
408 cases.
He talked about testing, treatment, education and counseling, tracing and field
investigation. He also mentioned the "blue card" system used by physicians to
refer patients or contacts to the department. Mention was made that the phy-
sicians should be re-educated concerning this system and the importance of
reporting VD to the department for follow-up.

Septic Tanks - Marquis Hills: The same families who were present at the June
meeting were present for this meeting. Mr. Fox had mailed a letter to the
board members prior to this meeting giving his views on the problem and what
could be done. Mr. Olive has also mailed a report on the samples taken from
these ditches for bacterial growth studies. It was determined that no conclu-
sion could be drawn from just one sampling of the ditches. Dr. Eakins also
asked whether we should use this type of test or the florizine dye method to
determine if the lines are draining into the ditch.
Mr. Fox stated that if we know for a fact that sewage is coming into the ditch
and declare this a public health nuisance - then we would have cause to require
property owners to abate the problem.
It was suggested that the owners find ways to cut back on water use. Also, that
they should apply pressure for the county wide sewage system. It was also
suggested that the families present be given a copy of Mr. Fox's letter so
that they would know their responsibilities.
In summary, at this time there is nothing the board of health can do to help
the residents. It was suggested that they might elect to see if the developer
is responsible for correcting the problem. If the department finds there is
a health nuisance - then the department must see that it is eliminated.
Dr. Eakins made a motion to ask Dr. Finger to determine if a public health
nuisance exists and if so to declare it a health hazard to the public health.
This was seconded by Mr. Reaves and carried.
