08/05/1978 00720 MINUTES OF BOARD OF HEALTH MEETING - August 2, 1978 -- Present: Dr. James Furr, Vice Chairman, Dr. Murray Seidel, Dr. William Eakins, Mrs. Vivian Wright, Mrs. Roma Lee Hall, Mr. J. R. Reaves, Mr. Deother Melvin and County Attorney James Fox Absent. Mr. George Chadwick and Mr. R. E. Carter Minutes of the July meeting were approved as presented. Health Cards for Foodhandlers Dr. Finger recommended to the Board that we discontinue requiring health cards for foodhandlers in New Hanover County. The state stopped this requirement several years ago, but the Board of Health of New Hanover County had adopted its ordinance. It was pointed out that very rarely did we ever find a case of venereal disease or tuberculosis from the tests made for health cards. Also, Dr. Eakins pointed out that you do not catch either of these diseases from food. Dr. Seidel made a motion, seconded by Mrs. Hall that we discontinue requiring health cards in New Hanover County. Motion carried Dental Program: Dr. David McDaniel, State Dentist, with our department told the Board something about the dental program of the State and of New Hanover County. He stated that we had the best dental program in the State. This program takes care of children K-4 who are eligible for free lunch programs in the schools. He also pointed out that we have a Dental Hygienist who is carrying on a very good education program in the schools. - Recommendations for Proposed Certification for Sub-Division Review' Mr. Frank Olive, Sanitation Supervisor, asked the Board for permission to change the statement on sub-division plat plans to more nearly reflect what our depart- ment actually approves. The statement now reads: I hereby certify that the water supply and sewage disposal system installed or proposed for the instal- lation in sub-division are approved by this department. The proposed statement is as follows: Sewage Disposal' The installation of individual disposal systems proposed for this sub-division may be approved subject to a lot by lot soils evaluation. Water Supply' The individual on site water supply system proposed for this sub-division must be constructed in accordance with the New Hanover County Health Department private water supply ordinance. - (Mrs. Wright has to leave during this discussion for another appointment.) Mr. Olive had refused to sign the statement as it now stands on a sub-division plat for Stonybrook development He had made an on site inspection and out of twenty-five lots found only five suitable for building without alterations. Mr. Peter Davis, owner of the sub-division, Mr. Jack Stocks and Mr. Davis' lawyer were present to appeal Mr. Olive's decision. Also present was Attorney Algenon Butler and a group representing the Clean Water and Air Organization. After much discussion Mr. Melvin made the motion that Stonybrook decision be delayed one month. In the meantime Mr. Olive be directed not to sign any final plats. Motion was seconded by Mrs. Hall. A substitute motion was made by Dr. Seidel that we delay the Stonybrook decision for not more than one month and that Mr. Olive be directed not to sign any final plat plans unless all requirements are met for his signing. This substitute motion was seconded by Mrs. Hall and carried. Dr. Furr appointed a committee to study the state- ments on the plat plans and to make recommendations to the board at least by 0072\ the next board of health meeting - that if necessary, a special meeting could be called. The committee appointed is as follows: Dr. Eakins, Chairman, Mrs. ~ Vivian Wright, Mr. J. R. Reaves and Dr. Murray Seidel. WIC Income Criteria: Several income criteria plans were given to the board for study and decision as to which should be used. Of the four plans presented plan #2 was chosen.
