11/08/1978 ~ 00728 MINUTES OF BOARD OF HEALTH MEETING - November 8, 1978 ;i>' ~ ............. Present: Dr. James Furr, Chairman, Dr. Murray Seidel, Dr. William Eakins, Mr. R. E. Carter, Mrs. Vivian Wright, Mr. J. R. Reaves, Mr. Richard Reeder, Mr. Deother Melvin and Attorney Joe Taylor Absent. Mrs. Roma Lee Hall Dr. Purr welcomed Mr. Richard Reeder, Manager of the Wilmington Hilton, as our new Board Member to fill the unexpired term of Mr. George Chadwick. Minutes of the October meeting were approved with one correction. In the last paragraph of "Family Planning Teenage Grant" - changed from "another County Agency" to "an outside agency". Tuberculosis Control Program. Dr. Eakins had met with Dr. J. C. MacKay, TB and Chest Clinic Physician, and with Dr. Finger to discuss the Tuberculosis Control Program. He presented a report to the board on this program. A suggestion was made after the report that in some way, agreed upon by all concerned, that a random sample be made on a yearly basis in the schools by skin tests. - - YWCA Report: The Community Task Force of the YWCA made an "Action Audit for Change" of the Health Department and the services. Mrs. Kay V. Sebian attended the meeting to discuss the report with the Board of Health. Most members of the Board felt that the report was unfair and stated that they resented the report. Mrs. Sebian said it was not meant to be critical. One point the report talked about was lack of information about the services of the depart- ment being given to the public. It was suggested to Mrs. Sebian that the YWCA carry items in the YWCA newsletter about services offered at the Health Department. -- Appeal on Well Regulations' Mr. Charles Lewis appeared before the Board to ask that an exception be made on a well he had on his property which was thirty-nine feet from the chemically treated foundation of a building. The Well Regulations limit use of wells under fifty feet from such treatment. After hearing Mr. Lewis, Mr Melvin made a motion that due to the fact there can be no proven hardship, the builder must abide by the Ordinance. This motion was seconded by Dr. Eakins and carried unanimously. No charge will be made for this vaccine. Dr. Purr made the announcement that at the December 6 meeting, Dr. Hubert Eaton, Sr., Dr. Eaton, Jr. and Dr. Hal Franklin have asked to appear before the Board to discuss their concerns of health care for the poor. 007Zg Mr. Frank Olive, Supervisor of Environmental Health, announced to the Board that the Low Pressure Sewerage Disposal System is to be installed on November 27th on Friendly Lane, off Masonboro Loop Road. All members are invited. Invitations are being mailed to all interested parties. There being no further business, the meeting was adjourned.
