11/08/1979 The New Hanover County Board of Health met on Thursday, November 8, 1979 at the New Hanover County Health Department. , 00781 ~. Members Present: J. William Eakins, M. D., Chairman J. R. Reaves, Vice Chairman Murray Seidel, M. D. Larry Neal, D. D. S. R. E. Carter Claud O'Shields Roma Lee Hall Deother Melvin Richard Reeder Members Absent: None Others Present: James M. Brown, Secretary to the Board James C. Fox, County Attorney Mabel Price, Recording Secretary Dr. J. William Eakins, Chairman, called the meeting to order at 7:30 P. M. and called for corrections to the September 12, 1979 minutes. Mr. O'Shields moved the minutes be approved. Dr. Seidel seconded the motion and it unani- mously carried. Mr. Brown reported to the Board that he and Charles Newkirk, Animal Control Supervisor, had met with Dr. Tom Needham regarding the County Veterinarian position. Dr. Needham suggested the position be kept simple and without salary. Mr. Brown reported that he and Dr. Neal had not been able to finalize their report at this time on the Advisory Council and County Veterinarian position. Dr. Eakins reported that his Committee on "On Site Residential Sewage Control" had met and are working to insure that no septic tanks be in- stalled in "low or no-potential soils." The Committee is also working on setting up service districts. Frank Olive is also investigating Alternative Systems for waste water disposal. Dr. Eakins reported that the Committee is not yet ready to bring their final recommendations and report to the Board. Mr. Brown reported that he and Frank Olive had put into practical appli- cation the evaluation of a lot and the proposal of an alternative system. In the System proposal, it was noted that it would be necessary to use water saving devices to reduce water consumption. The question was then raised as to whether or not water saving devices could be required. Mr. Fox noted that there was no requirement in the ordinance. Mr. Brown indi- cated that although there is no ordinance requirement for the devices, that a condition for issuing the sewage disposal permit was to reduce water consumption as much as possible and this would be accomplished by water saving devices. Mr. Reaves and Mr. O'Shields suggested that contractors and plumbing supply houses be notified and encouraged to stock water saving devices to be used in such instances as described above. , . Mr. Brown recommended the Animal Control Regulations, cat and kitten adoption fees, be amended from $5.00 to $1.00, since adoption rate for cats and kittens has dropped sharply with the increased fee. Dr. Seidel moved the adoption fee for cats and kittens be amended. Mr. Melvin seconded the motion and it unani- mously carried. -- 00786 -- Dr. Seidel asked the Board of Health to sponsor a solid waste disposal seminar to provide information and alternatives about the disposal of solid waste. General topics that could be discussed include landfill sites, construction and operation of landfills, alternative methods to burial such as inceneration, compaction, etc., and cost controls for solid waste disposals. It was mentioned that the Board of Commis- sioners has hired consultants to look into solid waste disposal for New Hanover County. In order to optimize the seminar, it was suggested that the proposed seminar be co-ordinated with the County Manager to insure co-ordination of information between the Board of Commissioners, Board of Health, and consultants will be timely and benefit the public. ~ , Mr. Brown reported that the County Commissioners approved the WIC Budget on October 15 at their regular meeting. He also reported meeting with the WIC staff relative to the formulation of administrative guidelines and operational procedures. He indicated his satisfaction with the progress in the development of these guidelines and procedures. Mr. Brown reported that reorganization and evaluation of the Department is progressing well. He reported that not all of the apparent problems are the actual problems. The major reorganization is that all clerical personnel in the Personal Health Division have been placed under the supervision of Frances Devane, Clerical Unit Supervisor. She will be reviewing, assessing, evaluating, and reorganizing records and clerical personnel to provide con- tinuity, co-ordination and efficiency in records administration. " There being no further business, Dr. Eakins moved the meeting be adjourned.
