The New Hanover County Board of Health met on Wednesday, April 16, 1980
at the New Hanover County Health Department.

Dr. Murray Seidel called the meeting to order at 8: 08 A.M. and called for
corrections to the February 6 and March 27, 1980 minutes. Mrs. Hallnoved
both sets of minutes be approved. Mr. Whaley seconded the motion and it
unanimously carried.

Dr. Seidel reported that the Solid Waste SYffiIXJsium \\1OUld be held on May 1,
1980 A. M. until 5:30 P.M. at Roland Grise Junior High School. He reported
that the speakers are confirmed and that all applicable industries and
the general public are being notified and urged to attend.
Dr. Eakins reported that the Carlnittee for On Site Sewage Disposal still
does not have its final report ready, that one additional cannittee meeting
will be held and a report will be made at the May 1980 meeting.
Dr. Neal reported that the Advisory CarIni ttee for Anilnal Control met on
March 20, 1980 and elected Scott Singleton as Chainnan and Donna Neal as
Recording Secretary. The Carlnittee decided to meet quarterly. Dr. Neal and
Charles Newkirk, Animal Control Supervisor, were asked to meet with them.
Mr. Grath=l reported on sewage dumped by septic tank service CCIlJPaI1ies. He
indicated the city's rate for dumping has gone fran $6 to $20 per load and
that illegal dumping of sewage is a problem in the County. He also indicated
the penalty, a $50 maximum fine for illegal dumping is not a deterrent to this
dumping. Mr. Grath=l suggested that the Board of Health require that septic
tank service canpanies be licensed and require them to keep logs that could
be checked periodically by the Health Department for proper disposal procedures.
The Board asked Mr. Grathwol to 1II'Ork out the legal means for a model ordinance
with Mr. Brown and Mr. Fox and report to the Board of Health at the June meeting.
The Board agreed that illegal dumping of sewage should be included in a new and
reviSed County Septic Tank Ordinance.

To clear up any confusion about the cost of the Word Processing equipnent
in the IT 1980-81 budget, Dr. Seidel asked if the price quoted in the report
was a total purchase price or a lease purchase price. Mr. Brown reported
that it was a lease purchase price.

A Diet Survey Questionnaire, prepared by Mrs. Jackie Waters, Hone Econanist,
to be sent to the New Hanover County Doctors was reviewed by the Board.
Serveral revisions were recrnrnended and Dr. Eakins moved that the Questionnaire,
with revisions be approved. Dr. Neal seconded the motion and it tman:imously
carried.
Referring to State mandated Health Programs, Dr. Seidel told the Board that
none of the State funded programs operated by the New Hanover County Health
Department are mandated by the State. He indicated that the Board of Health
and Board of Carlnissioners accepted the State funded programs voluntarily to
provide beneficial services to citizens of New Hanover County.
Board rrembers expressed concern that State funded programs have in the past been
accepted without regard to operating or capital expenditures required by the pr0-
gram. Dr. Seidel moved that the Board of Health in considering approval of newly
proposed State funded health programs require operating and capital outlay expendi_
tures for the funding period be included in the presentation. Mr. Grath=l seconded
the motion and it unanimously carried.

Mr. Graham Kerr and Mrs. Vera Burton appeared before the Board with environmental
and health canplaints including use of lead paint, paint vapors in the air, lead
in the soil, noise and open welding against Burton Steel Canpany. Dr. Seidel
reni:nded the Board that their only jurisdiction was with items that were health
hazards. After much discussion and remarks fran Mr. Kerr and Mrs. Burton, the
Board directed Mr. Brown to contact OOHA regarding open welding and to contact
the EPA regarding the investigation of air borne sprays and vapors. He was also
directed to ask for paint labels to detenni:ne if in fact lead based paint is being
used and to check to lead in the soil to determine changing concentration nearer
the business.
Mr. Brown reported that he has been planning and negotiating with IDwer Cape Fear
Hospice to integrate the services of Hospice and Hane Health for total patient
care and will keep the Board infonned as plans are made.
Mr. Br= reported that he has been 1II'Orking on an agreement of understanding with
the Sheriff and jail staff to provide necessary medical and para medical care for
inmates. The agreement will outline the funding mechanism and managanent respon-
sibilities for providing that care.
Mr. Br= reported that the New Hanover County Drainage program has been asked to
open a drainage ditch in North Hills Subdivision in the Middle Sound area and
that he is passing the request to the Corp of Engineers for proper pennits for
the drainage project. When agencies involved, including N. C. Fish and Wildlife,
Federal Marine and Fisheries Service, EPA and the Corp of Engineers, issue necessary
pennits, the Health Department will do the necessary ditch cleaning and drainage.

Mr. Br= reported that Mr. Frank Olive, Supervisor of Environmental Health, resigned
as of March 31 because of business ccmnit:ments in Johnson County. He is moving to
Four Oaks, N. C. after fifteen years of service in New Hanover County.

Mr. Brown reported that he has alerted the New Hanover Manorial Hospital
Personnel Department of the proposed charges for all X-rays for IT 1980-81.
In the past, the department has made no charges for x-rays for employees of
the hospital. However, due to the increased cost of film, it is necessary to
propose a charge for any x-rays to recover the cost of the film.

Mr. Grathwol seconded the notion and it unanimously carried and the meeting
was adjourned at 9:32 A.M.
