Dr. Murray Seidel called the meeting to order at B:07 A. M. and called for
corrections to the April 16, 1980 minutes. Dr. Eakins moved the minutes
be approved. Mr. Melvin seconded the motion and it unanimously carried.
Dr. Seidel reporting on the Solid Waste Seminar which was held on May 1, 1980,
stated that approximately sixty people attended the day long seminar. An
abstract of the material which was given at the seminar will be prepared and
given to members of the Board as soon as possible.
Dr. Eakins reporting on the proposals of the Committee on On Site Waste Water
and Sewage Disposal discussed the summary of the proposed amendment to septic
tank regulations:

have a Health Department Soil Suitability Test before any earth moving activity
is allowed on the site.

If the soil tests show that substantial modification to the soil are necessary
(as detailed by State law) the property shall be included in a drainage district.
Such districts limits have been provisionally determined and will be needed for
any future County development for storm water and sanitary sewage construction.
In the case where the 1 and cannot be foodifi ed for sept i c tanks in a reasonab 1 e
manner, development will only be allowed if a central type sewage system is put
in.
Developers shall provide reasonably easy access for making soil studies."
After some discussion, Board Members suggested that a separate meeting should
be called in approximately four to six weeks to discuss these amendments to the
Septic Tank Ordinance. The Board agreed to review the proposed amendment and
any additional revisions or material at the later date.

Mr. Brown reported that information is being gathered regarding the dumping
of septic tank waste. Mr. Fox's office has written several counties with
f~tropolitan areas regarding their rules and regulations regarding septic
tank wastes. Two counties, Forsythe and Guilford have sent their materials
at this time. When the additional material arrives all materials will be
reviewed and compiled for the Board's review This should be accomplished
in approximately two months.

Mr. Brown reported the results of the lead studies and environmental investiga-
tion in connection with the Burton Steel Company on Oakley Road. Water samples
taken from the Graham property show no lead contamination. Blood samples from
individuals in the area show lead concentration well within the acceptable and
safe limits for children and adults. Surface soil samples show lead concentra-
tions up to 5275 ppm which is a higher concentration than would be expected to
be found normally. Mr Burton was asked to build a three sided shield around
the open welding. The Sheriff's Department will continue to monitor noise levels.
EPA has made no investigation or report. OSHA will not intervene without a com-
plaint from Burton Steel employees. Paint being sprayed at Burton Steel contains
lead. Conclusions reached were the drinking water and blood levels were within
safe limits, the soil surface had lead that was chemically bound and non extrac-
table and that the soil would have to be ingested to be harmful, although the
paint contained lead, certain applications such as painting steel beams is per-
missible - neither the criteria for application or environmental protection needed
with this paint was determined. Consequently, although high levels of lead exist
in the surface soil, the immediate danger from lead poisoning from the soil or water
was not serious. The Health Departn~nt will continue to monitor the environment on
Oakley Road adjacent to Burton Steel for lead concentrations. Dr. Seidel reported,
after n~eting with Mr. Burton, that Mr. Burton has prOjected that he will be moved
to his new building site in approximately two months.
Due to the increased cost of x-ray film, Mr. O'Shields moved that we begin charging
$2.00 for small 70nm film and $5.00 for the large 14 x 17 film effective June 1,
1980. Mr. Melvin seconded the motion and it unanimously carried.
Mr. Brown reporting on his I~eting with Dr. Bellafl\Y and Dr. Gurganu~ to discuss
a co-ordinated effort to process school personnel requesting inmunization and TB
testing for the next school year stated a schedule is being developed which will
eliminate the last minute rush of school personnel which creates confusion and
overtin~ workloads.
Mr. Brown reported that he had submitted to the District Corp of Engineers the
application for the permits needed to do the drainage work in North Hills Sub-
di vi s i on.
Dr. Eakins moved the regular meeting be adjourned and that the Board enter Execu-
tive Session to discuss departmental personnel matters. Mr. Melvin seconded the
motion and it unanimously carried. During the Executive Session the Board received
answers to questions relating to duties and responsibilities for some staff personnel.
No formal action was taken. Claud O'Shields moved to adjourn the Executive Session
and return to regular session. Mr. Melvin seconded the motion and it unanimously
carried.

adjourned Hobart Whaley seconded the motion and it unanimously carried
and the meeting was adjourned at 10 05 A. M.
