Dr. Murray Seidel, Chairman, called the meeting to order at 8:10 A. ~. and
called for corrections to the September 10, 1980 minutes. There being none,
Mr. Grathwol moved the minutes be approved. Mr. Whaley seconded the motion
and it unanimously carried.

Dr. Eakins reported that he had done extensive research on the report from
Dr. Robert Weinstein, a local Psychiatrist, that patients with depression on
Tricylic an it-depressant drugs may be at risk when insecticides are present
in the environment. He reported that there is no written word on this and
that it must be labeled as information that has not been scientifically
verified.
Dr. Seidel reported that the October, 1980 date set to screen for Sickle Cell
Disease in the Schools had been changed to December, 1980 in order to work out
any last details with Operation Sickle Cell Awareness. Consent letters will
be given out with the December report cards and screening will be done follow-
ing this. It was suggested that we do everything possible to get the coopera-
tion of the target group who need this screening, the schools and Operation
Sickle Cell Awareness before the screening begins.
A representative of the Home Builders Association, requesting an appearance
before the Board of Health, did not attend the meeting. Mr Brown reported
that he was working on a form for Home Builders and Contractors use in securing
building permits. t4r. Brown wi 11 meet with the County Building Inspections
Department and Home Builders as the forms are finalized. He will then make
the Board aware of the outcome
Mr. Brown reported that New Hanover County Health Department had been funded
by the State Division of Health Services for a Health Education Risk Reduction
Program. This grant is for Health Education dealing with smoking, alcohol and
drugs. The grant for $65,053 includes; Salaries - $50,775 for two Health
Educators, one clerk and one Community Health Assistant; Travel - $4,080,
Educational and Office Supplies - $2,100; Communication, Printing and Reference
Materials - $5,000 and indirect cost to reimburse the Health Department for space,
utilities, etc. - $3,098. Representatives from several community groups spoke in
support of the program including PTA, Drug Abuse, Guidance Counselors, Police
Department and others Mr. Grathwol moved that the Board of Health accept funding

for the Health Education Risk Reduction Program, authorize Dr. Seidel to
sign necessary budget forms and forward them to the Board of Commissioners
recommending their approval. Mrs. Hall seconded the motion and it unanimously
~.. carried.
Amendments and updating of the Home Health Policies as reviewed by the Home
Health Advisory Committee were presented After some discussion and rewording
Mrs. Hall moved that the updated policies be adopted to include these changes.
Dr. Eakins seconded the motion and it unanimously carried. Copy attached to
these minutes.
During a general discussion of Tuberculosis skin testing it was generally
agreed upon and recommended that TB skin testing should be done routinely on
a yearly basis. Discussion of rountine yearly skin testing of school children
in the schools indicated that this practice was not appropriate and that it
not be done by the Health Department. It was requested that a letter be written
to the local Medical Society recommending and encouraging local physicians, in-
cluding pediatricians, to do the routine yearly skin testing of children in their
offices.
Dr. Eakins moved that the Board go to Executive Session to discuss personnel
matters. Mr. Reeder seconded the motion, it unanimously carried, and the Board
adjourned to Executive Session.
Dr. Eakins moved that the Board return to regular Session. Mrs. Hall seconded
the motion and it unanimously carried and the Board returned to regular Session.

Mr. Brown reported that the Sewage Amendment, Tattoo Ordinance and the 1978
Pasturized Milk Ordinance have been revised and re-typed and are presently being
processed and finalized so that they may be publically posted and published in
accordance with the General Statutes of North Carolina.
Mr. Brown told the Board that Mrs. Catherine Shaw had brought several placques
representing distinguished Public Health awards received by the late Dr. A. H.
Elliot asking if it would be appropriate to display them in the Board room Dr.
Elliot was Health Director from 1931 to 1951. The Board agreed that the awards
should be displayed and asked Mr. Brown to write a letter to the family of Dr.
Elliot accepting the placques and recognizing his distinguished service
There being no further business, Dr. Eakins moved that the meeting be adjourned.
Mrs Hall seconded the motion and it unanimously carried and the meeting was
adjourned at 9:57 A. M.
