In the absence of a Chairman, James M. Brown, Secretary to the Board,
called the meeting to order at 8:10 A. M. and called for corrections to
the December 3, 1980 minutes. There being none, Mrs. Hall moved the
minutes be approved. Dr. Eakins seconded the motion and it unanimously
carried.

Mr. Brown welcomed the new members, Carl Durham and Hal Franklin, M. D.
to the Board. The Oath of Office was administered to the new and re-
appointed members of the Board of Health by Mabel Price, Notary Public.
The Nominating Committee nominated Dr. J. William Eakins for Chairman and
Mr. Hobart Whaley for Vice Chairman of the Board of Health for 1981. Mr.
Reeder, Chairman of the Nominating Committee, moved that the nominees be
accepted and that nominations be closed. Mrs. Hall seconded the motion and
it unanimously carried. Mrs. Hall moved that Dr. Eakins and Mr. Whaley be
elected by acclamation. Dr. Franklin seconded the motion and it unanimously
carried.
Dr. Eakins, as Chairman of the Board, indicated that several committee appoint-
ments needed to be made. He asked Dr. Larry Neal for a report on the Animal
Control Advisory Committee. Dr. Neal moved that all members serving on the
1980 Advisory Committee be re-appointed. Mr. Reeder seconded the motion and
it unanimously carried. Mr. Brown was asked to notify the members of this
committee of their appointment.
Dr. Eakins appointed Mr. Grathwol, Mr. Durham and himself to a committee to
update the Board of Health's On Site Residential Sewage Disposal Regulations.
Mr. Grathwol will serve as Chairman of the committee.

Dr. Eakins gave a brief summary of the January 5, 1981 meeting in which the
Commissioners instituted a study of maintained drainage districts. He indi-
cated the study would take approximately four to six months. He also explain-
ed that the Board of Commissioners e~tablished a committee to do the study and
asked the Board of Health to appoint one member from the Board to serve on

the Drainage Maintenance Study Committee for New Hanover County. Dr,. Eakins
asked if the Board would allow him to serve as the Board of Health repre-
sentative. Mr. Reeder endorsed Dr. Eakins for this committee appointment
and the Board unanimously concurred with the endorsement.
Dr. Eakins appointed members from the Board to committees to review and
become familiar with the organization programs and operations of each of
the divisions of the Health Department. It was felt that when Board Members
became knowledgeable of division operations that expertise would be useful
to the Board at budget time or when programs or issues came before the
Board for discussion. The following were appointed:

Mr. Brown reported that joint plans by the New Hanover County Health Depart-
ment and New Hanover County School System for education and screening for
Sickle Cell are progressing. Currently a committee to resolve issues delay-
ing implementation of screening and to plan for education programs is preparing
a report, due in March 1981.
Dr. Eakins moved that the Board of Health go on record as supporting Mr. Brown's
news media policy of August 1, 1979, that news releases be approved by him and
that he continue to develop this policy. Mrs. Hall seconded the motion and
it unanimously carried. A suggestion was made that Mr. Brown set times and
schedules for news releases if it were necessary to prevent work interruptions
to the staff.
Dr. Eakins reported briefly on a news article concerning the City of Wilmington's
water supply relative to chlorination and trihalomethanes (THM). THM and
chlorination can cause objectionable chemical products in the drinking water.
It was reported in a news article that Wilmington is presently studying this
problem relative to EPA's November 1980 study regarding THM in drinking water.
Dr. Eakins reported that at this time the New Hanover County Board of Health
and Health Department have no formal involvement in monitoring, sampling or
otherwise regulating the city's water supply for THM and chlorination. The
formal involvement shall remain with the State Division of Health Services and
EPA.
Dr. Eakins moved that the Board adjourn its regular session and enter executive
session to discuss personnel matters. Mr. Whaley seconded the motion, and it
unanimously carried and the Board entered executive session.

Mr. Reeder moved that the Board adjourn executive session and return to general
session. Mr. Grathwol seconded the motion, it unanimously carried and the

Board entered regular session. Immediately following the executive
session when the Board returned to regular session, Dr. Eakins read the
following statement prepared by the Board:
"It is the concensus of the New Hanover County Board of Health
that we support the responsible and professional manner in which
Mr. James M. Brown, M. P. H., Health Director, has dispatched
his duties this past year and one-half. His leadership and
persistence in managing and reorganizing the staff has been
necessary to maintain the standard and quality of good health
services for all citizens of New Hanover County. We are directing
him to continue his firm and consistent administrative and personnel
policies. "

Commissioner Blake gave the Board of Health a brief summary of the prob-
lems confronting and progress made by the Board of Commissioners regarding
solid waste disposal in New Hanover County. He indicated that the Commis-
sioners will keep the Board of Health informed regarding solid waste disposal.
Mr. Brown reported that the State has made $25,000 additional State funds
available for the Family Planning program and allowed the Health Department
to release $25,000 in local tax appropriations made by the County to supple-
ment the Family Planning Program.
There being no further business, Dr. Eakins moved the meeting be adjourned.
Mrs. Hall seconded the motion and it unanimously carried and the meeting
adjourned at 9:35 A. M.

Dr. Eakins called the meeting to order at 5:46 P. M., determined
that a quorum was present and explained that this meeting was a
special called meeting to investigate the use of two compartment
septic tanks in New Hanover County.
Dr. Eakins explained that in its amendment to the New Hanover County
Health Department Rules and Regulations Governing Ground Absorption
Sewage Disposal Systems of 3,000 Gallons or Less Design Capacity passed
on September 10, 1980 and to become effective on November 15, 1980,
the Board of Health made an oversight in the practicality of having
two compartment tanks available for installation by the effective date
of the amendment.
After some discussion Dr. Eakins moved that the New Hanover County Board
of Health amend Section 2b of the September 10, 1980 amendment to the
New Hanover County Health Department Rules and Regulations Governing
Ground Absorption Sewage Disposal Systems of 3,000 Gallons or Less to
read' Two comoartment septic tanks, or septic tanks with an equivalent
efficiency of a two compartment tank shall be used with all soils.
Section 2b shall become effective on March 15, 1981. Dr. Neal seconded
the motion and it unanimously carried.
There being no further business, Dr. Eakins moved the meeting be adjourned.
Dr. Franklin seconded the motion and it unanimously carried and the meeting
adjourned at 5:58 P. M.
