The New Hanover County Board of Health met on Wednesday, February 4, 1981
at the New Hanover County Health Department.

Dr. Eakins, Chairman, called the meeting to order at 8:05 A. M. and called
for corrections to the January 7, 1981 and the January 15, 1981 minutes.
Mrs. Hall moved the minutes be approved. Mr. Grathwo1 seconded the motion
and it unanimously carried.
A public hearing, attended by Mr. Grathwo1 and Mr. Brown, was held in Raleigh
to hear input regarding the Division of Health Services proposed amendments
to the septic tank rules and regulations. Mr. Grathwo1, Chairman of the
Committee for On Site Residential Sewage Disposal Regulations, reported that
due to opposition presented to the proposed amendments, especially the multiple
connections to single septic tanks and the set back distances from property
lines, that the Commission for Health Services would call for further study on
these issues and not act on them at the February 1981 meeting. One proposed
amendment which received total support was to make percolation tests optional
at the local level and the Commission was expected to adopt this amendment at
their February 1981 meeting. After some discussion Mr. Grathwol recommended
that the Board of Health proceed with the local revision of the septic tank
ordinance and not wait for the State to complete their revision.
In order to make the Sanitarian Supervisors and the Health Director aware of
and provide them the opportunity to act on all the problems, discrepancies or
disputes regarding the interpretation of programs, laws, ordinances, rules and
regulations, Mr. Grathwol moved that sanitarians at the New Hanover County Health
Department be restricted from direct contact with State agencies for the inter-
pretation of rules, regulations or ordinances without first contacting their
supervisor or the Health Director. Mr. O'Shields seconded the motion and after
some discussion it unanimously carried. The Board asked Mr. Brown to work out
details so that information needed from the State level would not be held up and
that resource or technical information could be accessed appropriately.
Dr. Eakins informed the Board that a memorandum had been mailed to the Real
Estate Association, Home Builder's Association, Septic Tank Manufacturers,
Septic Tank Installers and the New Hanover County Planning and Building Depart-
ments advising them of the implementation date of March 15, 1981 for installing

two compartment septic tanks relative to the January 15, 1981 amendment.

Dr. Eakins explained that it had been recommended by the Eastern Regional
Personnel Office of the Division of Health Services that New Hanover County
Health Department's current Grievance Policy be updated as needed. He asked
Mr. Reeder and Mr. Brown to draft a revised and updated Grievance Policy for
the March 1981 meeting.
Mr. Brown reported meeting with the County Manager to review the Capital
Improvements Program for the Health Department. The improvements schedules
over a five year period include' 1) Word Processing - a study coordinated
with the County Manager's Office to determine a systems approach. 2) Tele-
phone System - study systems being considered by other County departments.
3) Two Way Radio System - to be studied on a Countywide basis. 4) Multi-
purpose Room - initial phase of gathering data to determine space needs.
Mr. Brown reported that the Jail Health Program is underway and that accreda-
tion by the AMA for Jail Health Care is expected within the next few months.
