03/04/1981 00862 The New Hanover County Board of Health met on Wednesday, March 4, 1981 at the New Hanover County Health Department. Members Present: J. William Eakins, M. D., Chairman Hobart Whaley, Vice Chairman Carl Durham Hal A. Franklin, II, M. D. William Grathwol Roma Lee Hall Larry Neal, D. D. S. Richard Reeder Members Absent: Claud O'Shields Others Present: James M. Brown, Secretary to the Board James C. Fox, County Attorney Mabel B. Price, Recording Secretary Dr. Eakins, Chairman, called the meeting to order at 8:0? A. M. and called for corrections to the February 4, 1981 minutes. Mrs. Hall moved the minutes be approved. Mr. Whaley seconded the motion and it unanimously carried. Mr. Brown introduced John P. Moran, the new Chief of the Environmental Health Division, to the Board. ~ - Mr. Grathwol explained the purpose of the Septic Tank Committee and presented a Statement of Purpose in rewriting and amending the Septic Tank Ordinance. The Committee will review each section of the ordinance and amend it as needed. The amendment will then be presented to the Board for public information and review. Formal action on the proposed amendments to the Section will be taken at the next regular Board meeting. A proposed amendment for multiple connections to septic tanks was submitted at the March 1981 meeting. Mr. Durham reported that the number of restaurant inspections for 1980 was low but that each restaurant was graded at least once during the year. Mr. Brown stated that with the employ- ment of a Chief for the Environmental Health Division, plans were being made to improve the restaurant inspection program as well as all programs. Dr. Eakins noted that he had looked into the motel permit problem and that the operation of motels relative to permits needs to be answered by persons from the Health Department. _4 C0861 Mr. Reeder presented a copy of the old Grievance Policy and a copy of a proposed revised Grievance Policy to the Board for their review. Discussion and subsequent action on the revised policy was scheduled for the April 1981 meeting. Dr. Eakins asked Mr. Reeder, Mr. Whaley and Dr. Neal to serve on the Budget Committee for FY 81-82. The Committee will provide the preliminary review of the budget and present its summary and recommendations to the Board. There being no further business, Dr. Eakins moved the meeting be adjourned.
