07/01/1981 D0872 The New Hanover County Board of Health met on Wednesday, July 1,1981 at the New Hanover County Health Department. Members Present: J. William Eakins, M. D., Chairman Donald Blake Carl Durham William Grathwol Roma Lee Ha 11 Richard Reeder Members Absent: Hobart Whaley, Vice Chairman Hal A. Frankl in, II, M. D. Others Present: Larry Neal, D. D. S. James M. Brown, Secretary to the Board Robert Pope, County Attorney Hilda White, Recording Secretary Dr. Eakins, Chairman, called the meeting to order at 8:10 A. M. and called for corrections to the June 3, 1981 minutes. Mr. Blake moved the minutes be approved. Mr. Grathwol seconded the motion and it carried unanimously. The new County Attorney, Mr. Robert Pope, was introduced to the Board. Mr. Pope accepted the position of County Attorney effective July 1,1981. ~. . The Amendment to "New Hanover County's Regulations Covering Ground Absorption Sewage Disposal Systems of 3,000 gallons or less", Section 5b concerning "Permits to Construct, Install, Repair, Alter or Restore Septic Tanks" was presented in final form by Mr. Durham of the Committee to rewrite the Septic Tank Ordinance. Mr. Durham moved that Section 5b be adopted as presented to be effective August 15, 1981. Mrs. Hall seconded the motion and it carried unanimously. This will be properly posted and published. A copy is attached as part of these minutes. Mr. Durham presented the fee structure for licensing anyone constructing, installing, repairin9, pumping, modifying or altering on-site sewage disposal systems. After some discussion, Mr. Grathwol recommended to the Board that a fee of $100.00 be charged for unrestricted license and $10.00 for a restricted license. Dr. Eakins moved the fees be approved as recommended. Mr. Grathwol seconded the motion and it carried unanimously. Mr. Grathwol stated that the New Hanover County Regulations Covering Ground Absorption Sewage Disposal Systems of 3,000 Gallons or Less" have been reviewed in their entirety and are being put in final form. Dr. Eakins appointed a committee including Mr. Durham, Chairman, Mr. Grathwol and Mr. Whaley to revise and update the Well Ordinance. Dr. Eakins had been made aware that several abandoned houses in New Hanover County had small children playing around and in them that created both health and safety problems. He appointed Mrs. Hall as a committee of one to work with John Moran, Chief of Environmental Health to research this problem and make _.. 00873 recommendations to the Board. .... Mr. Brown told the Board that the Health Department had received a Home- Maker - Home Health Aide Project Grant from the State Department of Human Resources, Division of Aging, for $30,000. This grant will support two and one-half Aide positions. The two full-time positions will be new and the one- half position will replace a grant funded by the Council of Government which will terminate on September 30,1981. Dr. Eakins moved the grant be accepted. Mrs. Hall seconded the motion and it unanimously carried. - Mr. Brown reported that the budget had been passed by the County Commissioners as recommended by the County Manager and that he was very happy with the final budget. Dr. Eakins commended the staff for the good job done in budget prepara- tion. Mr. Blake commended Mr. Brown for a job well done. Mr. Brown called to the attention of the Board, an article in the Newspaper telling of Dr. Tom Needham's selection as Veterinarian of the Year. Mr. Brown stated that he is proud to have Dr. Needham as Consultant to the Health Depart- ment in matters related to Animal and Rabies Control. There being no further business, Dr. Eakins moved the meeting be adjourned. Mr. Blake seconded the motion and it unanimously carried and the meeting was adjourned at 9:05 A. M. Respe~Lbma ~rman, Board of Health ~yZ; ~:]B;'~~ - I -- Approved: ...... ....,I STATE OF NORTH CAROLINA COUNTY OF NEW HANOVER PUBLIC NOTICE The New Hanover County Board of Health herewith ordains that Section 5 of the New Hanover County's Regulations Covering Ground Absorption Sewage Disposal Systems of 3000 Gallons or Less Designed Capacity is hereby amended in its en- tirety to read: 5-b Prior to the commencement of any work on or to a proposed or existing septic tank system or privy, including but not limited to construction, installation, repair, pumping, modification or alteration of said system or privy anyone, including a person, firm or corporation shall first apply for and receive, from the New Hanover County Health Department, a permit for such work. Said permit shall be revoked whenever the Health Director determines that said con- struction, installation, repair, pumping, modification or alteration is not being conducted in accordance with these laws, rules and regulations. Said permit may be reinstated when the Health Director determines that there is satisfactory compliance with the provisions of the laws, rules and regula- tions. Inspections shall be required for all situations except repair and pumping. The Health Director may require inspections for repair or pumping when deemed necessary. Repair shall be construed to mean any work performed on an installed septic system that will not geographically relocate any portion of said system and/or alter the system in any manner that will cause it to differ from the original structure. The foregoing Amendment shall be effective on and after August 15, 1981.
