Members Absent: Richard Reeder Others Present: James M. Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Dr. Eakins, Chairman, called the meeting to order at 8:05 A. M. and called for corrections to the August 5, 1981 minutes. Mrs. Hall moved the minutes be approved. Mr. Whaley seconded the motion and it carried unanimously. Dilapidated Hazardous Housing: Mrs. Hall reported that she is awaiting further directions from the County Attorney before proceeding with a plan to cover dilapidated hazardous housing in New Hanover County. Well Ordinance: Mr. Durham stated he expected to have a draft for the November ~... board meetin~. An open hearing will be held with well drillers to get their input before drafti~~ the ordinance. Mobile Homes: Mr. Grathwol reported that the new State regulations governing water and sewage will also include mobile homes. These regulations will be "ut in November. Mr. Grathwol suggested the board wait for these regulations before doing anything further on a mobile home ordinance. Fish, Shellfish and Seafood Ordinance: Dr. Neal reported that his committee is updating the wording of this ordinance but stated that everything is satis- factorily covered in the existing ordinance. Questions were raised regarding the possibility of addressing roaoside sales of beef. produce, or otoer foods in another ordinance. This will be considered by the Committee after 'ompleting the Seafood Ordinance. Sulid Waste: Dr. Franklin had done some research into solid waste ordinances 8od~~ncluded that an ordinance covering solid waste would have to be adopted hy the Cnuntv Commissioners instead of the Board of Health. '1r Bl2ke updated the Board of Health on the new landfill and how it was designed using the cell lined with plastic. ............ - , 0087T On Site Sewage Disposal Ordinance: Dr Eakins told the Board that the final draft of the sewage disposal urdinance is being delayed to incorporate the new State Septic Tank rules befcre final adoption. ..... - Maintained Drainage Proposal: Dr. Eakins gave the Board a brief SUr.1mary of the ~laintained Drainage Proposal as presented by his Committee to the County Comm- issioners for adoption. Dr. Eakins moved that the Board of Health ~o on record as encouraging the New Hanover County Commissioners to adopt the Comprehensive Drainage Plan for our County to maintain and improve the health of the residents. ~rs. Hall seconded the motion and it unanimously carried. Executive Session: Dr. Eakins moved the Board go into executive session to discuss personnel matters. Mr. Grathwol seconded the motion and it carried unanimously. After the executive session Dr. Eakins moved the Grievance Policy be printed and distributed to each employee. Mr. Grathwol seconded the motion and it carried unanimously. There being no further business, Dr. Eakins moved the meeting be adjourned.
