Brown, Secretary to the Board Robert Pope, County Attorney Mabel Price, Recording Secretary Dr. Eakins, Chairman, called the meeting to order at 8:06 A. M. and called for corrections to the September 2, 1981 minutes. Mrs. Hall moved the minutes be approved. Dr. Franklin seconded the motion and it carried unanimously. Well Ordinance: Mr. Durham reported that the Committee to rewrite the Well Ordinance had recieved no input or comments from the well drillers. He also reported that parts of the present ordinance are not enforceable. The Committee plans to meet with the Sanitarians for their input and has asked Mr. Pope to check the legal aspects and enforcability of some of the sections of the Ordinance. ........ Maintained Drainage: Dr. Eakins reported that the Maintained Drainage Proposal had been referred to Ed Hilton, County Engineer, who will assemble a blue ribbon committee to study the implementation of the program, its standards, economics and the various points established by the Drainage Committee. He reported this proposal is a very slow process. Dilapidated Hazardous Housing: Mrs. Hall reported that the General Statutes provide for dilapidated and hazardous housing to be condemned by the City and County Building Inspection Department. She recommends that the Health Department be involved when there is danger to the public's health. A recommendation was made that the Sanitarians report such housing to the Inspections Office and that Public Health aspects related to dilapidated housing be defined with guidelines developed delineating the operating procedures. Fish, Shellfish and Seafood: Dr. Neal reported that he is in the process of re- wording the Fish, Shellfish and Seafood Ordinance and will have it typed - double spaced - and distributed to the Board of Health for input before it is completed. ...- Solid Waste: Dr. Franklin reported that the old ordinance on Solid Waste is very outdated. He is rewriting the ordinance after reviewing and discussing several models from the Institute of Government and Division of Health Services, including a Statement of Purpose and will update and expand definitions. After review and input from the Board of Health it will be forwarded to the County Commissioners as a recommended Ordinance for New Hanover County. Special attention will be given to the Health aspects of the Ordinance. - 0087~ Grievance Policy: Mr. Brown reported that copies of the Grievance Policy have been distributed to each employee who signed for their copy. Each new employee, as a part of their orientation package, will also receive and si~n for a copy of the Grievance Policy. .... Home Health: Dr. Eakins told the Board that the Cardinal Health Agency has licensed Comprehensive Home Health Care, a private non-profit agency, for service in Pender, Brunswick, Columbus and New Hanover Counties. The Home Health Advisory Council of the Health Department's Home Health Pro~ram has reviewed the competitive situation that exists concerning the new agency and feels that the New Hanover County Health Department's Home Health Program should continue as competitive as necessary to maintain a viable Agency to meet the needs of the citizens of New Hanover County. The Advisory Council is also working on updating the Home Health Policies. Dr. Eakins expressed his feeling that the competition is good and moved that the Board of Health support New Hanover County Health Department's Home Health Program, that the Home Health Agency be vigorously competitive in providing services to Home Health needs, and that the Board review both New Hanover County Health Department's Home Health Program and Comprehensive Home Health Care's program once a year for compari- son. Dr. Franklin seconded the motion. During some discussion, Mr. Durham asked if there was any suggestion or intention of closing or eliminating the Health Department's Home Health Agency. The Board agreed unanimously that there was ~ intention of closing the Health Department Home Health Agency. The motion was voted on and it carried unanimously. - Septic Tank Pumpers: Dr. Eakins reported that the Northside Treatment Plant is closing to Septic Tank Pumpers one year from now - there will also be a rate in- crease this year. He also reported that the Septic Tank Ordinance Committee is working on this relative to the transition and to illegal dumping of sewage. ..... Retirement: Dr. Eakins also announced that Mrs. Winnifred Waters, Nursing Director, is retiring on December 8, 1981 to enter Family Nurse Practitioner training. ... There being no further business, Dr. Eakins moved the meeting be adjourned. Mr. Whaley seconded the motion and it unanimously carried and the meeting was adjourned at 9:30 A. M.
