Minutes 09 17 2020 LABMinutes 09 17 2020 LAB Page 1 Library Advisory Board September 17, 2020 Assembly: The Library Advisory Board met in Regular Session on Thursday, at 2:00 p.m. via WebEx. Tom Brimberry (FOL Rep), Paige Owens (Library Director), Yvette Mays (Admin) Welcome Denise Chadurjian convened the meeting at 2:06 p.m. Board Members  The board welcomed Mary Alice Baish. Once all members were logged on, they introduced themselves.  We still have 1 vacancy that was reposted. Three applications have been received. The appointment will be made at the 9/21/20 Commissioner’s meeting. Public Comment No members of the public present Agenda Review Agenda accepted. Approval of previous minutes The minutes from the last board meeting on August 20, 2020 were sent to the board prior to the meeting for review. Motion: Denise Chadurjian MOVED, SECONDED by Ronna Zimmer, to accept the minutes of the 8/20/2020 meeting as written. Upon vote, the MOTION WAS CARRIED UNANIMOUSLY. Correspondence Paige Owens stated that the library has received several positive emails from patrons thanking them for their online programing and curbside/inside services. Library Foundation The Foundation’s next meeting is Nov. 15th Director’s Report Paige Owens presented and discussed the following report. Health and Safety  Two employees at Main Library have tested positive for COVID-19  An additional 3 employees are considered close contacts and on administrative leave quarantining until at least September 28  Facilities Management sanitized potential affected areas of the building  We are working with various NHC departments to respond to staff questions and concerns Operations  Curbside and inside services continuing since 8/17/20 M-Th 9-6; Fri 9-5  Sample week: 937 curbside pick-ups; 7,772 checkouts; 3,762 holds placed  Northeast and Pine Valley continue to be highest volume: checkouts about 3,000 each; curbside pick-ups about 375 each Facilities  NHC Parks begins work next week on foundational landscaping for Pine Valley Library to include parking lot islands, front of library, and grass around perimeter  Researching outdoor furniture for Pine Valley to provide study space  Basement clean-up is underway spearheaded by Yvette Mays  High capacity rolling files being researched to increase Local History storage capacity on the 2nd floor at Main Library  Purchasing is underway for additional scanners for Local History so that post-COVID we can have two interns working on collection preservation simultaneously  Large format laminator was purchased and will be set up for staff use at Main Library  Fires Services is moving into the Military Cutoff side offices of the Northeast Library in October  3rd floor Main Library and Oleander Room at Northeast Library being considered for K- 12 family study spaces Staff  Main Library librarian and program manager postings completed and being reviewed by Human Resources  Hiring underway for 2 library assistants Budget  Application for FY21-22 state aid nearing completion. Due October 2. Library Director goals FY20-21  Community survey FURTHER DISCUSSION AND RESEARCH…POSSIBLY JANUARY  Main Library basement clean-up UNDERWAY Minutes 09 17 2020 LAB Page 3  Social work internship partnership with UNCW AWAITING HIRE OF PROGRAM MANAGER  Fine relief program ON HOLD NO OVERDUE FINES BEING CHARGED DURING COVID  LSTA grant application for community deposit collections LETTER OF INTENT DUE NOV. 1 APPLICATION DUE MARCH 1, 2021  Pine Valley landscape UNDERWAY  Policy review WINTER 2021  Contract with new public printing vendor by end of FY SPRING 2021 Committee Reports none New Business Nominations for 2021 Slate of Officers The following board members were nominated as follows: Chair – Jan Brewington Vice Chair – Scott Dodd Secretary – Joy Guenther No other nominations were made. Motion: Denise Chadurjian MOVED, SECONDED by Linda Miles, to accept the nominated slate of officers presented. Upon vote, the MOTION WAS CARRIED UNANIMOUSLY. Old Business Review of LAB By-Laws The By-Laws were sent to the board prior to the meeting today for review. Chair Chadurjian asked the board if they had any updates.  Paige Owens requested to omit the word “him” from the last sentence in Article III, Section 5.  Scott Dodd requested that the board consider rewording Article I. The Chair asked Paige Owens to send out the functions of the board. She also requested Scott Dodd summit in writing the changes he would like to present to the board to review at the next meeting. Brief on the functions: To develop necessary policies for the efficient and responsive operation of the County's public library system. Also responsible for making recommendations to the County Manager and County Commissioners concerning the operating and capital needs of the library. Board members are expected to actively promote the library's service program; keep abreast with trends in public library development and to work for the continued improvement of library services offered by the County. The board may wish to consider what is written above in their amendments of the By-Laws.
