Welcome and Introductions:
Teresa Smith opened the meeting at 11:02 thanking everyone for attending on such short notice since
Hurricane Dorian interrupted the scheduled meeting time.

Minutes:
July minutes were reviewed and approved.
The Florence After Action Report (ARR) was discussed. Industries asked what they could do to help with
the county’s efforts during a disaster. Teresa pleaded with the collective to submit a list of resources
that each entity could provide to create a comprehensive database of resources such as forklift
operators, overhead teams for documentation, not necessarily supplies. The responses have been slow.
This was her last attempt to gather the resources. A form was passed around for everyone’s
convenience.
Elections will take place at the November meeting.
Open Forum:
Teresa asked if there were any questions regarding Hurricane Dorian. Tommy Batson, Pender County
EM brought up planning for rental commodities, such as generators. He suggested implementing
contracts 7 days ahead of a potential storm. While he had emergency contracts in place, the resources
were already being shipped south to Florida leaving North Carolina without generators.
Membership applications will be coming out next month.
Teresa asked the group to run through their checklists – what can the county do better to support
industry partners?
Eric Hatcher, CFPUA would like to see a report of after-action items that have been addressed or
completed or more communications.
Mike Alexander, Safety School - asked where the gaps are in everyone’s plans. He has generators for all
his employees. This is reinforcing the resource list Teresa is compiling. We do not want to be an island
like during Hurricane Florence.
The marine terminals have a Co-op that meets twice a month to help each other.
New Info:
Eric Hatcher, CFPUA – county wide hazard assessment, risk resiliency.
Chlorine disinfection going away. UV disinfection and lab testing will start in the next day or so. On Tier
II. Federal Law – Risk Resiliency assessment selected as a case study. Cyber security – firewall hit 10,000
times per week. DHS/FBI are using us as a case study. Emergency response planning in place in the
larger community water systems have to Tier II, but Chemours is not in our Tier II reporting. We cannot
respond. DEQ Report on Tuesday didn’t have a clear understanding of what and how much was
affecting the Wilmington area and should we shut intake. Federal law is in response to up-river events.
