Welcome and Introductions:
The 1st quarter meeting, held at the NHC Emergency Operations Center, was called to order at 11:00
hours starting with introductions. (Guest speaker Josh Langdon, NC Emergency Management Tech
Hazards Branch, spoke to the need for Tier II reporting). Anyone having trouble with the Tier II reporting
can contact him or Teresa and save calling in a consultant. No one responded with questions.
Membership announcements:

Minutes:
A review of meeting minutes from December 2017 were read. Approved and Seconded.
Open Forum:
No problems with snow and ice. No year-end issues.
Teresa Smith showed a new LEPC Community brochure in the final draft phase.
Teresa Smith and Eric Hatcher brought up emergency exercise planning grants. February 2018 was
deadline for grant application and January 2019 was the deadline to have all exercise components
executed.. A scenario is all that is needed to start the process.
Any facilities with specific training should contact Eric for help with planning. He has 16 preformatted
exercises, an EPA tool for ideas. Don’t just plan for a natural disaster.
Benefit of exercises is not to show off how well you do, but to identify deficiencies and determine how
to improve.
Zac Whicker called for applications. The process is competitive with 33 counties eligible but not all
LEPC’s apply. Would like to see full scale exercise combining two industries.
Eric Hatcher answered the question of how long does it take to repair a water main break. The answer
was 24-48 hours.
