Welcome and Introductions:
The bi-monthly meeting, held at the NHC Emergency Operations Center, was called to order at 11:03
hours starting with introductions. Teresa Smith opened the meeting and made the announcement that
minutes will be emailed in advance of upcoming meetings and will no longer be printed. A copy may be
obtained on the LEPC website.

A review of meeting minutes from January 2018 were read. Approved and Seconded.
Open Forum:
New Business:
The Coast Guard announced their upcoming exercise on March 29th.
Hitachi GE announced their upcoming tabletop drill on March 20th.
Tier II reporting period ended March 1, 2018. Teresa Smith noted that 65-75% of the fees have been
collected, 160 submissions.
All facilities need to review their Emergency Response Plans and make them available to ePlan. ePlan is
secure and only visible to your own organization and Emergency Responders.
Question asked: do we need to set up a committee to review community plans?
Teresa showed the group that she can view everything in the ePlan. First Responders can see chemicals
(liquids, compound fumes, physical hazards, site plans).
In May there will be a precursor workshop to the table top exercise for Fall 2018 – covering mobile apps.
Some of the smaller fire departments do not have electronic access.
EPCRA Section 304 – LEPC members should know Emergency Planning & Community Right to Know Act,
Emergency Release Notification Requirements, State Emergency Response Center (SERC)
Follow up to an Emergency Release must be submitted as soon as practicable.
Question asked: do we want this link on the LEPC website? Kevin Cowan recommends that EHS-comp
put in their plans. Just the EPA Reference.
Question re form: EPA Requirements. Teresa will revise form on the EOP Annex – follow up and release
notices from INVISTA.
Teresa spoke to public information access notification and follow up. The 24 hour requirement needs to
be reviewed to see if it is a county requirement vs. Federal Government or EPA.
Nuclear notification is 15 minutes with a 15 day follow up.
Teresa wants to make sure county documentation suits all.
NC regulation is to report over 500 pounds. Site plans help responders – very important. Eric Hatcher,
CFPUA spoke to the relevance of this conversation. An incident occurred where there was potential for
an explosion and showed a video of potential impact. They issued an Incident Action Plan, reported the
event to the Fire Department.
Eric Hatcher met at the WFD in February to discuss workshops for web-based emergency response
programs like WISER, ePlan, Safer Mobile.
In September, a table top exercise will take place: TexArkana railcar explosion and derailment –
notification to community evacuation? The meeting was to discuss timeline, and initial planning.
The full scale exercise will be held in January of 2019. If you signed up please help plan and show up for
the committee meetings. Tabletop will be part of the LEPC
Teresa announced that the LEPC Brochure has been finalized and ready for dissemination.
