James WFD Randall Willocks Brown & Root Ruth Smith NHC Chief Communications Officer Welcome and Introductions: Steven Sill opened the meeting welcoming New Hanover County, Pender County and private partnerships. This meeting was the first of three events preparing for the upcoming exercise in January or February 2019. This was an informational workshop discussing Hazmat tools and resources for first responders. There will be a tabletop exercise on September 12th. Membership announcements: N/A Minutes: This is the first meeting where a printed copy of the minutes were not handed out at the meeting. Minutes from March 14, 2018 meeting were emailed for advanced review. Minutes approved and seconded. Open Forum: Presentations were given by the following organizations:  911 Call Center – Debora Cottle - When a 911 call comes in indicating possible hazmat scenario, the technicians ask a series of questions to determine which resources to deploy. Each question asked drives the next question. Answers show up in the CAD system. Callers are asked to stay on the line until responders show up at the incident site.  New Hanover County Fire and Rescue – Frank Meyer – Presented an overview of WISER (Wireless Information System for Emergency Responders) This program helps identify unknown substances before entry is made into a possible hazmat emergency. The program is available on PC’s, Mac’s, Android and iOS operating software.  Rapid Response Team – John Stephenson – Discussed capabilities of the RRT and their role in an emergency. They provide technical assistance and expertise. Request for services must be directed through an Incident Command Officer. Their services are charged to the originator of the incident, not the municipalities.  EPCRA – Joshua Langdon – With 8,600+ facilities, $1.2M was collected in Tier II fees. He discussed the app and that the Emergency Response Guidebooks will no longer be supplied by NCDOT. Any questions regarding ePlan and Tier II reporting can be directed to Josh or Teresa Smith, NHC EM.  NCDENR – Mike Reid – Discussion regarding CAMEO Software (Computer Aided Management of Emergency Operations). This is a free planning tool for chemical inventory reporting. This is not a response tool. He also discussed PEAC-WMD. Users can enter and access chemical data, plot toxic plumes and learn to use the various calculators and other features to determine proper emergency response actions. This program will track inventory and indicate the most appropriate equipment for any given chemical.  New Hanover Regional EMS – Billy Howard – Spoke to the capabilities of EMS functions during a hazmat scenario.  HEPACO – Quint Ocock – Discussed the capabilities of his organization and the ability to respond to confined space rescue.  SR&R – Randy Wright – Discussed their ability to respond to spill response on water. New Business: Teresa Smith asked for volunteers for the upcoming table top exercise in September.
