The subject property is located at 2000 Corporate Drive, consists of 0.72 acres, and is zoned PD. 2:15 p.m. Item 2: CFCC Lineman Facility – Commercial Site Plan Request by Coastal Land Design, PLLC for a lineman training facility on CFCC’s North Campus consisting of a 3,040 sf classroom and training yard. The subject property is located at 3400 Education Loop, consists of 2.08 acres, and is zoned O&I. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Ron Meredith 910-798-7441 1. Please update the plan with the following general corrections: a. Are any traffic calming devises proposed (gates)? If so, please indicate them on the plan and work with the New Hanover County Fire Marshals. b. Please show the ADA compliant access points for the sidewalks. c. Please update the site data table to account for all required changes below. 2. Landscape Plan: a. If needed, please adjust any trees that may prohibit clear site lines at the ingress egress points. b. Screening: i. Are there any proposed dumpster or trash receptacle storage areas? If so, please indicate the location on the site plan? If dumpsters or other trash holding areas are present, they must be screened from view of any public right-of-way in accordance with Section 5.4.4 of the New Hanover County Unified Development Ordinance (UDO). 3. Before the building permit can be issued, a lighting plan must be provided to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at a lot line does not surpass 2.0. 4. Is there any intention of installing signage? If so, please show the location and note any proposed sign is subject to Section 5.6. 5. Parking/Loading: a. Please update the number of parking spaces in accordance with the new adopted parking regulations. Staff used the office and warehouse use combined to determine the number of spaces. c. Please add parking blocks to prevent vehicles from encroaching more than one foot into planting islands or landscaped yards. d. If off-street loading berths are present on site, please refer to Section 5.1.5 of the UDO for the specifications. 6. General comments: a. Please be aware that no building permit will be issued until NCDOT has issued the Driveway Permit approval. b. Please be aware that land disturbance permits will not be issued until the tree permit has been approved. Fire Services, Troy Davidson 910-798-7464 1. Appendix J of the 2018 NC fire code - Building information signs. 2. All new structures must comply with Section 510 of the NC Fire code. Emergency Responder Radio Coverage survey must be conducted and results given to the Building Safety Fire Plan Reviewer. (It is highly recommended that a pre-construction survey be conducted however a pre-construction survey is not required). 3. Provide proposed FDC and hydrant location on the drawing 4. There must be a fire hydrant within 400 ft of all commercial structures Exception: If required to be sprinkled a fire hydrant shall be within 100 ft of the FDC. 5. All fire hydrants are to follow CFPUA design requirements and must be equipped with a 5 in. Storz connection on the 4.5 steamer. 6. No landscaping shall block or obstruct access to the fire hydrant. Properly sized easements required for all stormwater conveyances carrying off-site runoff. These preliminary comments and are based on the plans as submitted for the proposed site and are subject to further review upon receipt of any additional information. Submit a plan in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT District Engineer’s Office. 3. We will work with the engineer during the permitting process for the storm drainage within the right of way. 4. A NCDOT Encroachment Agreement is required for any utility connections or installation within NCDOT right-of-way. 5. NCDOT Division 3 District 3 is now paperless. Please update the plan with the following general corrections: a. 3210 Education Loop is the address that has been assigned for this site. Please update any reference on the site plan to reflect this. b. Please revise Landscape Note 14 on Sheet C1.0 so that all plantings used as screening between the parking lot and Education Loop are a minimum of 36” high at time of planting per Section 5.4.5.D of the UDO. c. Please label the area of each parking lot interior landscaping area to verify the minimum requirements are met. 2. Section 5.3.4.C of the UDO requires a minimum of 15 trees at least 2” DBH must be retained or planted on the parcel where development occurs for each acre or proportionate area disturbed. a. Please note that required parking lot interior and screening landscaping can be credited to meet this requirement. b. Please note that although street yard landscaping is not required for this site, the remaining trees required per this provision are encouraged to be planted along the front of the site adjacent Education Loop. 3. Please show the required parking lot screening landscaping in accordance with Section 5.4.5.D of the UDO. 4. Please note that all site lighting cannot shine or reflect onto any adjacent residential districts and/or uses. 7. Is there any intention of installing new signage?
