PLEASE NOTE: This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. 2:00 p.m. Item 1: Scotts Hill Village Amenity Center – Commercial Site Plan Request by Tunstall Consulting Engineers, P.C. for a site plan for an amenity center consisting of a pool house, pool, and outdoor recreation area. The subject property is located on the corner of Cobble Ridge Drive and Pandion Drive, consists of 0.56 acres, and is zoned R-15. 2:10 p.m. Item 2: Tidalwalk Sidewalk Modification Request Request by Ward and Smith, P.A. on behalf of the Tidalwalk Home Owners Association, Inc. to amend the sidewalk requirements for the Tidalwalk subdivision located in the 7900 block of Myrtle Grove Road. Future Items:  February 17th TRC Meeting o Oyster Point Preliminary Plan Modification  Proposal to add one lot to the Oyster Point performance development for a total of 53 units. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Ron Meredith 910-798-7441 1. Please update the plan with the following general corrections: a. Please update the site data table to account for all required changes below. b. Please update the separation between the proposed pool and the proposed pool house from four to five feet, per Section 4.4.4.B of the New Hanover County Unified Development Ordinance (UDO). Please be aware that New Hanover County Building Safety may have additional requirements for separation. 2. Please submit a landscape plan to include: a. Screening: i. If there are any dumpster or trash receptacle storage areas, they must be screened in accordance with Section 5.4.4. b. Parking Lot Perimeter Landscaping: i. Please provided a landscaped strip along any side of a parking lot abutting land in a Residential zoning district. The perimeter landscaping strip shall be a minimum of ten feet in width. c. Parking Lot Interiors: i. Please provide landscaped areas in the interior of parking lot to equal to eight percent of the total area to be used for parking. d. Street yard: i. Please provide primary and secondary street yard plantings in accordance with Section 5.4.6. e. Foundation plantings: Scotts Hill Village Amenity Center– Commercial Site Plan – TRC Review Page | 2 i. Please provide foundation planting area totaling 12 percent of the area of the building face adjacent to the parking area. 3. Tree Retention: a. A minimum of 15 trees at least 2” DBH must be retained or planted on the parcel where development occurs for each acre or proportionate area disturbed. 4. Before the building permit can be issued, documentation must be provided to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at lot lines abutting R- 15 parcels do not surpass .05. 5. Is there any intention of installing signage? If so, please show the location and note any proposed sign is subject to Section 5.6. 6. Parking/Loading: a. Please be aware that you can reduce the parking drive isle width to 22’ Per Section 5.1.4.B. b. Please add parking blocks to prevent vehicles from encroaching more than one foot into planting islands or landscaped yards. 7. General comments: a. If no regulated trees are proposed to be removed, a Tree Removal Permit will not be required. Fire Services, David Stone 910-798-7458 1. All new structures must comply with Section 510 of the NC Fire code. Emergency Responder Radio Coverage survey must be conducted and results given to the Building Safety Fire Plan Reviewer. (It is highly recommended that a pre-construction survey be conducted however a pre-construction survey is not required). 2. All new structures must comply with Appendix J of the NC Fire Code, Building Information Signs. 3. Fire apparatus access roads cannot exceed a 10 percent grade with the approval of the Fire Chief. 4. If building is to be sprinklered, proposed FDC locations will need to be on site plan submitted for TRC review and must approved by the Fire Marshal’s Office. 5. Sprinklered buildings shall be monitored by a UL Certificated fire alarm system. The UL runner service information must be submitted prior to building final. 6. No gates or traffic calming devices without TRC approval. 7. If there is no fire hydrant within 400 feet of the structure a fire hydrant will need to be added. 8. Proposed fire Hydrant locations will need to be added to the site plan before being submitted for TRC review. Existing fire hydrants need to be reflected on the site plan. 9. All Fire Hydrants installed are to be equipped with a 5in. Storz connection on the 4.5 steamer per CFPUA and NHC Fire requirements. 10. A Knox box must be installed on sprinklered buildings. NHC Engineering (Stormwater), Jim Iannucci 910-798-7142 1. Stormwater and Sediment and Erosion Control Plans will be required to be updated for this project. 2. Properly sized easements required for all stormwater conveyances carrying off-site runoff. Stormwater Services program will begin maintaining these conveyances (not in permitted systems) beginning in July 2021. NHC Engineering (Land Disturbance), Beth Wetherill, 910-798-7432 1. It does not appear this project has been submitted for a land disturbing permit at this time. Approval of the pool and/or food service will be necessary before approval of all related structures, which may include buildings housing bathrooms, pool equipment room, pool chemical storage, pool decking and enclosure (fence/gates). 2. (the "Association"). On behalf of our client, I write to request revision to the TRC approval for this planned community with regard to the sidewalks contemplated therein. Consistent with the discussions between my client and the County engineering staff, we ask that the sidewalk improvements that are contemplated in the subdivision and grading approvals for the Tidalwalk planned community be adapted consistent with the attached sketch plan. This change is justified for several reasons. First, Tidalwalk is a gated planned community, without through traffic, and the sidewalks serve only the residents of that community. Second, there are significant wetlands around the community, which are impacted by any changes to impervious surface, including any additional sidewalks. And, third, the developer failed to install the sidewalks, has left the community, and the remainder of the bond provided by the developer to the County is not sufficient to fund sidewalks in all the locations originally contemplated on the approved grading plan. The location of the sidewalks to be installed, as reflected on this revised plan, are the product of discussions and site visit meetings with the County engineer, Jim Iannuchi, in the fall of 2020. I am also requesting that the funds provided by the developer, MREC-Tidal Walk, LLC in satisfaction of the bond required for installation of bonded improvement to the TidalWalk planned community be released to Association to be utilized for construction and improvement of sidewalks and other previously bonded Brad Schuler January 19, 2021 Page 2 infrastructure improvements.
