New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, March 17,
2021 at 2:00 p.m. at 230 Government Center Drive, Suite 110, to discuss the below items.

2:00 p.m. Item 1: Piedmont Natural Gas – Commercial Site Plan
Request by McAdams Company, Inc. for a site plan for a Compressed Natural Gas
Station. The subject property located at 141 Sutton Steam Plan Road, consists of 3
acres of a 64-acre parcel, and is zoned I-2.
2:15 p.m. Item 2: Wells Brothers Construction – Commercial Site Plan
Request by Wells Brothers Construction Company for a site plan for a laydown
yard. The subject property located in the 259 Sutton Lake Road, consists of 2.03
acres, and is zoned I-2.

The following comments have been received for the March 17th, 2021 TRC meeting.
Please note: following the TRC meeting, a revised site plan addressing each of the below items must be
resubmitted prior to receiving approval.

1. Please update the plan with the following general corrections:
a. Is there any intention of installing signage? If so, please show the location and note any
proposed sign is subject to Section 5.6.
b. Please be aware that no building permit will be issued until NCDOT has issued the Driveway
Permit approval.
c. Please show the required 50 front yard setback on the site plan and the landscape plan per
Section 3.4.11.
d. Please show site angles on the site plan and landscape plan.
2. This proposal is classified as Fuel Sales and is an approved use in the I-2 district with the applicable
standards below:
a. Fuel sales shall comply with the following standards:
i. The premises shall not be used for the sale of vehicles.
ii. Fuel pump canopies shall meet the setbacks of the underlying zoning district, as
measured from the outer edge of any supportive structure physically connected to a
fuel pump and the ground along a straight line to the nearest point of the property
line.
iii. Setback distances from street rights-of-way may be reduced by one half.
3. Please submit a Landscape Plan to verify the following standards:
a. The subject tract appears to have about 720 lineal feet of street frontage with about 25
feet as a minimum depth. This will require about 30 trees and 6 shrubs per tree (180 shrubs).
Please refer to Section 5.4.6.B for the street yard requirements. Currently the plan has about
14 trees and around 80 shrubs.
b. Please note that if there are existing trees a minimum two inches DBH in the proposed street
yard, credit may be granted for those trees.
4. Tree Retention:
a. Please submit a tree inventory plan that gives the specific species of the trees.

b. A minimum of 15 trees at least 2” DBH must be retained or planted on the parcel where
development occurs for each acre or proportionate area disturbed. Trees required for any
landscaping except mitigation may be counted towards this.
Fire Services, Raymond Griswold 910-508-0234
1. Completed site visit and attended review at last TRC Meeting. The following is required as
discussed:
a. A fire hydrant shall be located at the outer portion of one of the driveway entrances.
Across the street depending where the water line runs is an option as well. We want it
within 250 feet of the property, but not on top of the site for safety reasons. ie: wind,
escaping gas etc.
b. Follow Appendix J rules along with NFPA 704 signage per the code.
c. Emergency Contact info. is required along with a street number posted so it can be seen
from the street please feel free to contact our office if you need further.
NHC Engineering (Stormwater), Galen Jamison 910-798-7142
1. Provide calculations that the 2 low lying areas infiltrate in accordance with NHC Design Manual,
section 80.
2. Submit for a land distributing permit thought the state of North Carolina.
3. The project appears to quality for an exemption for stormwater systems. However, calculations
are still needed for the infiltrating low lying areas, culvert, swales and energy dissipater.

These preliminary comments and are based on the plans as submitted for the proposed site and
are subject to further review upon receipt of any additional information. Subsequently, additional

1. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of
the Policy on Street and Driveway Access to North Carolina Highways to include access locations
within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT
District Engineer’s Office.
2. A NCDOT Encroachment Agreement is required for any utility connections or installation within
NCDOT right-of-way.
3. NCDOT Driveway Permits are now submitted through the NCDOT Driveway website. Should you

1. Based on plans and site visit - County Fire has no issues with this plan at this time. There is no City
Water in this area. However, no buildings to be built on site at this time. If contractor plans on putting
any fuel storage tanks on site, then proper permits shall be obtained.

a. Please show/verify that the parking spaces are blocked or curbed to prevent vehicles from
encroaching more than one foot into planting islands or landscaped yards, or damaging
adjacent fences or screens per Section 5.4.5.C of the UDO.
b. If applicable, please show the location of any dumpster proposed on site.
i. If any are proposed, and are visible from a public right-of-way or adjacent
property, they must be screened by vegetative materials, berms, fencing, walls,
and/or any combination of these to a height of at least 8 feet per Section 5.4.4.B
of the UDO.
2. Please include the total office area within the building and include this area in the parking
calculation (Contractor Office would be appropriate).
3. Sheet C-2.0 shows that the proposed driveway is 26’ wide. The streetyard calculation on Sheet L-
1.0 indicates a 30’ wide driveway. Please confirm the width of the driveway and adjust the
calculation and planting schedule accordingly.
a. Based on a 26’ wide driveway, 9 trees and 54 shrubs are required for the streetyard
landscaping.
4. Please include the foundation planting calculation for the eastern side of the building.
a. Please label the dimensions of the foundation plantings on Sheet L-1.0.
5. Please be aware that a lighting plan that meets the standards of Section 5.5 is required and must
be approved prior to the issuance of a building permit associated with this plan. The lighting plan
can be submitted at any point before building permit application.

1. I conducted a site visit on February 22, 2021 and the following requirements are required:
a. If spinklered, a fire hydrant shall be placed within 100 feet of the FDC
b. No high Piled Storage allowed unless section of the Fire Code is met and approved by the
Fire Marshal's Office.
c. Section 510 study is required per the 2018 NC Fire Code for First Responder Coverage
d. Please follow the guidelines of 2018 NC Fire Code Appendix J - Building Information Signs
