New Hanover County’s Technical Review Committee (TRC) will meet Wednesday, June 16, 2021
at 2:00 p.m. at 230 Government Center Drive, Suite 110, to discuss the below items.

2:00 p.m. Item 1: Quality Chemical Labs LLC – Major Site Plan
Request by Quality Chemical Labs LLC and CSD Engineering for an 8,000 square foot
office/laboratory facility. The subject property is located at 3408 Enterprise Drive. It
consists of 0.59 acres and is zoned PD.
2:20 p.m. Item 1: Whiskey Branch PD – Phase 1 – Preliminary Plan
Request by RSC Engineering, PLLC. for a preliminary plan for Legacy Landing, consisting of
11 single-family detached units. The property is at 3204 Dorsey Lane, consists of 4.9 acres,
and is zoned (CZD) R-10.

Subject: Quality Chemical Labs LLC – 3408 Enterprise Drive – Commercial Site Plan – TRC Review
The following comments have been received for the June 16th, 2021 TRC meeting.
Please note: Following the TRC meeting, a revised site plan addressing each of the below items must be
resubmitted prior to receiving approval.
Planning, Ron Meredith 910-798-7441
1. Please update the plan with the following general corrections:
a. Please add the ITE trip generation, peak hour trips into the Site Data Table.
2. Parking:
a. Please update the site data table with the new parking standards, UDO Section 5.1.2.A.
Office 2.5 space /1000 sf and building and Research and Development Facility 2.5 spaces
/1,000 sf.
b. It appears that you are missing some parking space lines near the southeast corner of the
site.
c. Please add the dimensions for the parking spaces at the drive isle where the parking area
shifts (adjacent to the building).
3. Landscape Plan:
a. Screening:
i. Please show the type of screening proposed for the dumpster. Any dumpster or
trash receptacle shall be screened from the view of any public right-of-way, UDO
Section 5.4.4.
4. Tree Retention:
a. Please add one additional tree, UDO Section 5.3.4.C requires a minimum of 15 trees at
least 2” DBH must be retained or planted for each acre or proportionate area disturbed by
development.
i. Please note that required landscaping for the project can be credited to meet this
requirement.

b. Please be aware that there are new tree retention requirements with the UDO that have
updated the classifications of regulated trees. Please see UDO Section 5.3.4 for more
specifics. In addition, trees preserved on the site may be credited toward mitigation.
c. Please be aware that a Tree Removal Permit is required prior to any land disturbance
activities. Please provide the specific species (Loblolly Pine, Long Leaf Pine, etc.) of the
trees to be removed or retained to determine required mitigation and whether they are
native or invasive.
5. Please be sure to provide a light plan to illustrate that street lighting, all exterior lighting, and
indoor lighting visible from outside shall be designed and located so that the maximum illumination
measured in foot candles, at ground level, and at a lot lines, do not surpass 2.0 along other
boundaries as specified in UDO Section 5.5.4.
6. Are you aware of any future sign locations? Please refer to UDO Section 5.6 for sign regulations.
Fire Services, Ray Griswold 910-798-7464
1. I conducted a site visit at this location on May 20, 2021. The following observations were made.
a. If the building is sprinklered then a fire hydrant shall be placed within 100 feet of the
FDC.
b. A Section 510 study is required per the 2018 NC Fire Code for First Responder Radio
Coverage.
c. Please follow the Guidelines of the 2018 NC Fire Code Appendix J - Building Information
Signs.
NHC Engineering (Stormwater), Galen Jamison 910-798-7142
1. Although the project appears to disturb less than one acre, the proposed site is within an
existing grading permit and will therefore be required to obtain an erosion control permit.
Please submit for permit as the design is completed.
2. A stormwater system authority to construct is required for this project. Please submit for permit
as the design is completed.
3. Will the adjacent parcels stormwater drainage be directed to the proposed pond?
4. 4. An agreement for operations and maintenance of the stormwater pond will be required
between the 2 parcels.
Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620
1. CFPUA plan review required.
2. CFPUA water and sewer available.
3. CFPUA Meter Sizing Form will be required.

1. These preliminary comments and are based on the plans as submitted for the proposed site and
are subject to further review upon receipt of any additional information. Subsequently,
additional comments and/or requirements may be necessary for this site.
2. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the
Policy on Street and Driveway Access to North Carolina Highways to include access locations
within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT
District Engineer’s Office.
3. A NCDOT Encroachment Agreement is required for any utility connections or installation within
NCDOT right-of-way.
4. NCDOT Driveway Permits are now submitted through the NCDOT Driveway website.

1. Please update the plan with the following general corrections:
a. Please show the 10x70 sight angles.
b. Please list in the site data table the tax map, block, and parcel numbers.
2. Sidewalk:
a. Please be aware that sidewalks are required on one side of the right-of-way in the R-10
zoning districts, UDO Section 6.3.3J.1.C. The TRC may exempt sidewalk installation in specific
cases upon finding that sidewalks are unnecessary for the protection of the public safety or
welfare due to conditions peculiar to the site.
b. Are any traffic calming devices proposed? If so, TRC approval is required, UDO Section
6.2.2.A.7.m.
3. Tree Retention:
a. Please be aware that a Tree Removal Permit is required prior to any land disturbance
activities.
b. The tree retention standards have recently been updated. Please provide the specific
species (Loblolly Pine, Long Leaf Pine, etc.) of all regulated trees to be removed or credited
for mitigation. In addition to the significant trees, please list all regulated trees to be
removed.

4. Easements:
a. UDO Section 6.2.2, please label Storm Sewer, Sanitary Sewer, and Water Main Utility
Easements.
5. Mailbox Kiosks:
a. Please show parking for the mail kiosk, a paved area is required to allow vehicles to pull off,
park, and re-enter the roadway safely, UDO Section 6.2.2A.15.
6. Roadway Design:
a. Please verify that the tangent lengths meet the code requirements specified by the County’s
private road standards.
7. Property Owners’ Association (POA):
a. Please be aware that the Property owners’ association is responsible for continuing upkeep
and maintenance of all private infrastructure facilities and common areas within the
respective subdivision.
8. Is there any intention of installing signage? If so, please show the location and note any proposed
sign is subject to UDO Section 5.6.
9. Please provide all NCDOT approvals upon receipt.
10. Please consider extending the open space around the pump station.
11. Please consider providing screening for the pumpstation.

1. A land disturbing permit is required for this project. Please submit for permit as the design is
completed
2. The revised submission for the Stormwater System Authorization to Construct application has
been discussed with the applicant. Please resubmit for the ATC upon completion of the design.
NHC Environmental Health, Marie Hemmen (910-798-6664)
1. OSWP Comments: No review required. This property will be connecting to CFPUA water and
sewer. There are no wells or septic system setback issues in this area that OSWP section is aware
of because it appears that all adjacent properties are connected to CFPUA water and sewer.
Cape Fear Public Utility Authority, Bernice Johnson (910-332-6620)
1. CFPUA water and sewer available.
2. Water and sewer mainline extensions will be required.
3. Pump Station will be required.
4. Project to provide easements access for gravity sewer to adjoining parcels
5. At this time capacity is available.
6. Capacity is also dependent on the analysis of the pipe collection system (gravity and force mains).
7. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans
meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority.

1. These preliminary comments and are based on the plans as submitted for the proposed site and
are subject to further review upon receipt of any additional information. Subsequently, additional
comments and/or requirements may be necessary for this site.
2. A NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the
Policy on Street and Driveway Access to North Carolina Highways to include access locations
within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT

3. If the roads want to be petitioned to NCDOT, plan approval is required prior to construction
