PLEASE NOTE: This meeting will be conducted remotely via teleconference. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. 2:00 p.m. Item 1: American Uniform Sales – Commercial Site Plan (Amy Doss, Current Planner) Request by John Tunstall, Norris & Tunstall Consulting Engineers, P.C. for an 8000 sq ft uniform sales warehouse and office, plus 1,600 sq ft of future expansion. The subject property is located on Pennington Drive in the North Kerr Industrial Park. It consists of 1.00 acres and is zoned I-2. 2:15 p.m. Item 2: Tarin Woods II Phase 3C and 2E – Preliminary Plan (Ron Meredith, Current Planner) Request by James Yopp, HD, LLC and the engineer Howard Resnik with CSD Engineering for 30 additional units to be added to an existing subdivision. The subject property is located at the 5900 block of Carolina Beach Road. It consists of 93 acres and is zoned R-15. Items Heading Back to the Planning Board: • Rezoning Request (Z21-11): Request by Craig Johnson, applicant on behalf of the property owner, SOCOL, LLC, to rezone approximately 5.1 acres of land located at 4606, 4618, & 4626 South College Road from R-15, Residential District to (CZD) R-5, Conditional Residential Moderate-High Density District, to develop a 40-unit single-family development. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Amy Doss 910-798-7571 Please update the plan with the following general corrections: 1. Change the title to Commercial Site Plan. 2. There is a vertical line to the right side of the property. Is this an artifact from scanning or printing? 3. Please note: Elevations must be tied to North American Vertical Datum of 1988 (NAVD 88) and horizontal coordinates must be tied to the North Carolina Grid System. 4. Please show site angles on the Site Plan and on the Landscape Plan. 5. Label all radii. 6. Note zoning of both adjacent parcels on the Site Plan. 7. Landscape notes a. Please provide parking lot interior landscaping calculations, UDO Section 5.4.5.C. b. Add future expansion to landscape plan. c. Ensure the plantings will not interfere with the stormwater design. 8. Please provide a detail showing required screening and materials for the dumpster, UDO Section 5.4.4.C.2. 9. Please note the proposed sign is subject to UDO Section 5.6. Ensure the sign is located outside of the site triangle. 10. Parking/Loading: a. Provide a typical parking space detail to demonstrate dimensions comply with UDO Table 5.1.4.B. b. Before the building permit can be issued, a lighting plan must be provided to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at a lot line does not surpass 2.0, UDO Section 5.5. 12. General comments: a. Please be aware that no building permit will be issued until NCDOT has issued the Driveway Permit approval. b. Please be aware that land disturbance permits will not be issued until the tree permit has been approved. Fire Services, Ray Griswold 910-798-7464 A site visit was conducted, and plan review completed. Everything meets County Fire Services expectations with the below comments. 1. No storage over 12 feet high, unless permitted through the County with the proper Fire Protection Upgrades. 2. Section 510 study is required per the 2018 NC Fire Code for first responder Emergency Radio Coverage. 3. Please follow the guidelines of the 2018 NC Fire Code Appendix J – Building Information Signs. NHC Engineering has received the submission of the land disturbing permit and will follow up directly with the applicant as the reviews are completed. 2. A request for additional information related to the Stormwater System Authorization to Construct (ATC) application was provided on August 18, 2021. Please provide responses and updated documentation as indicated in the request letter. 3. The proposed oak on the west side of the driveway appears to conflict with the proposed 18” storm pipe. Please reconsider the location based on the oak tree’s mature root system. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. CFPUA plan review has been completed. 2. CFPUA Meter Sizing Form will need to be completed and submitted. NCDOT, Patrick Wurzel, 910-398-9100 1. Pennington Drive has not been turned over to NCDOT. Please hatch the sidewalk connection to the street on the southeastern side of Appomattox Drive. b. Please indicate the slope on the sidewalk transition detail. c. Please label all corner radii. d. Are there any wetlands located in Phase 3C and 2E, if so, please label the specific type of wetlands on site (i.e., 404 or 401). e. Please adjust some of the sidewalk notations, it appears that there is text pointing to the wrong side of the road. f. Please adjust the site data table to have the correct lot count. g. Please correct the open spaces calculations. h. Please show the 20-foot perimeter structure setback for the subdivision. 2. Please clarify how the tree mitigation was accounted for, please indicate the location of the mitigation for the 5 significant trees removed. 3. The plans appear to not match what has been installed, the sidewalks appear to be built on the back of curb, however, the plans do not indicate that. 4. COD: a. It does appear that there are Class IV soils within the Conservation Resource, please verify. 5. Tree Retention: a. Please be aware that a Tree Removal Permit is required before the issuance of any clearing, grading, building permits, and or other authorizations, UDO Section 5.3.5.B. These preliminary comments and are based on the plans as submitted for the proposed site and are subject to further review upon receipt of any additional information. Subsequently, additional comments and/or requirements may be necessary for this site. a. A revised NCDOT Driveway Permit is required. Submit a plan in accordance with pages 14 and 15 of the Policy on Street and Driveway Access to North Carolina Highways to include access locations within 500’ of the proposed access on both sides of the State road. Submit to the local NCDOT District Engineer’s Office. b. Roadway improvements shall be installed for the phasing from an approved TIA c. A NCDOT Encroachment Agreement is required for any utility connections or installation within NCDOT right-of-way. d.
