PLEASE NOTE: This meeting will be conducted remotely via teleconference Wednesday, November 3, 2021, at 2:00 p.m. Interested parties can contact the Planning and Land Use Department at 910-798-7165 for more information. 2:00 p.m. Item 1: ASB Properties, LLC – Restaurant/Office – Commercial Site Plan Request by Vince Burgess, ASB Properties, LLC for a 7, 287 square foot building consisting of a restaurant and office. The subject property is located at 8740 Market Street. It consists of 0.79 acres and is zoned B-1. The applicant is Vince Burgess with ASB Properties, LLC (vinceb@burgesscorporation.net) 910.990.2484. The planner assigned is Amy Doss, Current Planner (adoss@nhcgov.com) 910.798.7571. Items Heading to the Planning Board for Consideration: (November 4, 2021) • Rezoning request (Z21-13): Request by Cindee Wolf, Design Solutions, on behalf of Coastal Carolina Car Wash, LLC, to rezone approximately 1.15 acres of land located at 6016 & 6100 Castle Hayne Road from B-2, Regional Business, & R-15, Residential, to (CZD) B-2, Conditional Regional Business District. • Rezoning request (Z21-14): Request by Cindee Wolf, Design Solutions, on behalf of Carolyn Faye Barefoot, to rezone approximately 2.23 acres of land located at 137 Spring Road from AR, Airport Residential, to (CZD) R-15, Residential. • Request by Frank Pasquale with KFJ Development Group, LLC to amend Articles 3 and 4 of the Unified Development Ordinance to establish a new zoning district, the Riverfront Urban Mixed-Use Zoning District. Please note: following the TRC meeting, a revised site plan addressing each of the below items must be resubmitted prior to receiving approval. Planning, Amy Doss 910-798-7571 1. Please update the plan with the following general corrections: a. General comments per the Major Site Plan application. i. Please be sure that all elevations are tied to North American Vertical Datum of 1988 (NAVD 88) and horizontal coordinates must be tied to the North Carolina Grid System. ii. Please indicate the location of all environmental areas of concern including conservation resources, 404 wetlands, and 401 wetlands as defined by the appropriate agency. 2. Screening: a. Please provide screening, UDO Section 5.4.4, heating/air conditioning units are to be shielded from view from the property line of an existing residential use by a 100 percent opaque solid wall. b. Please provide a detail for the proposed dumpster screening, UDO Section 5.4.4. 3. Signage: a. Please indicate the location of signage to comply with UDO Section 5. b. Please provide a signed easement if Plantation Landing is not relocating their subdivision sign. 4. Please label the buffer as a Type A Opaque Buffer. 5. Landscape Plan: a. Please provide the calculations for the required Type A buffer along the Villages at Plantation Village property lines per Sec. 5.4.3. Note: plantings are provided on the plan. Burgess Restaurant –TRC Review | 2 b. Please provide screening details for the dumpster per Sec. 5.4.4. Staff also recommends shifting the dumpster away from the residential property line. c. Provide calculations for perimeter landscaping per Sec. 5.4.5.B along the Barnhill property line. May not be required if there is not an abutting parking lot. d. Provide parking lot interior calculations and island dimensions per Sec. 5.4.5.C. e. Consider adding the materials provided to your calculation areas to ensure compliance with required streetyard calculations per Sec. 5.4.6. Note: plantings are provided, and size is code compliant. 6. Tree Retention: f. Please be aware that there are optional incentives for retaining trees on site, UDO Section 5.3.8.A.2. g. Please provide the specific species (Loblolly pine, Long Leaf pine, etc.) of all regulated trees to be removed or credited for mitigation. In addition to the significant trees, please list all regulated trees to be removed. h. Per UDO Section 5.3.4.C, of the UDO requires a minimum of 15 trees at least 2” DBH must be retained or planted on the parcel where development occurs for each acre or proportionate area disturbed. i. Please note that required landscaping for the project can be credited to meet this requirement. i. Please be aware that a Tree Removal Permit is required prior to any land disturbance activities. Please provide the specific species (Loblolly Pine, Long Leaf Pine, etc.) of the trees to be removed or retained to determine required mitigation. j. Per UDO Section 5.3.6.B, please be aware that prior to any construction activity protection fencing is required around protected trees or tree stands. The fencing shall be a minimum of four feet and shall remain in place through completion of construction activities. 7. Please be aware that no building permit will be issued until NCDOT has issued the Driveway Permit. 8. UDO Section 5.5.3, before the Site Plan approval can be issued, documentation must be provided to illustrate that street lighting, all exterior lighting, and indoor lighting visible from outside shall be designed and located so that the maximum illumination measured in foot candles at ground level at lot lines abutting R-15 parcels do not surpass 0.5. 9. Parking: a. Please provide clarification of the uses proposed for this building. The Site data tale indicates that there is a 2,000 sf office use based on the parking calculations. Restaurant use requires 6 spaces per 1,000 sf. At 7,287 square feet, the proposed building would require more parking than what has been proposed. b. Section 5.1.3 does give options to provide an alternative parking plan to allow for reduced parking. c. It appears that the Dimensional Standards for Parking Aisles are not compliant with, UDO Section 5.1.4.B 10. Access: a. Please provide a title opinion to show legal access through the adjacent properties private roadways. b. Easements: i. UDO Section 6.2.2, please label Storm Sewer, Sanitary Sewer, and Water Main Utility Easements. 11. Please provide the proposed peak hour trips. Burgess Restaurant –TRC Review | 3 Fire Services, Ray Griswold 910-798-7464 1. There are fire hydrants along Plantation Landing Drive which will serve this project. If they sprinkler this project, they will need to have a fire hydrant within 100 feet of the FDC. 2. A Section 510 study is required per the 2018 NC Fire Code – Emergency First Responder Radio Coverage. 3. Please also follow the Guidelines of Appendix J of the 2018 NC Fire Code – Building Information Signage. NHC Engineering (Stormwater), Galen Jamison 910-798-7142 1. A land disturbing permit is required for this project. Please submit for permit as the design is completed 2. A request for additional information related to the Stormwater System Authorization to Construct (ATC) application was provided via email on October 1, 2021.
