The subject property is located at 3571 Hansa Drive. Phase IV consists of 37.2 acres and is zoned PD. Items Heading to the Planning Board for Consideration: (December 2, 2021) • Rezoning Request (Z21-16): Request by Frank Pasquale with KFJ Development Group, LLC, on behalf of Ray Bordeaux with DBDL, LLC, to rezone approximately 8.34 acres of land located at1100 Point Harbor Road from I-2, Heavy Industrial to RUMXZ, Riverfront Urban Mixed-Use Zoning District for a mixed-use development. • Rezoning Request (Z21-15): Request by Thompson Thrift Development, Inc., applicant, on behalf of ARFA Holdings, LLC, property owner, to rezone approximately 20.5 acres of land located at 6124 Carolina Beach Road from B-2, Regional Business District, to (CZD) RMF-M, Residential Multi-Family Moderate Density District, in order to develop a multi-family project. • Rezoning Request (Z21-04M): Request by RSC Engineering, PLLC, on behalf of the property owner, Cape Fear Habitat for Humanity, Inc., to modify an existing (CZD) R-10 zoning district, containing approximately 4.9 acres of land, located in the 3200 block of Reminisce Road, to add a proposed stormwater pond. • Rezoning Request (Z21-17): Request by Cindee Wolf, applicant on behalf of the property owner, JH Land LLC, to rezone approximately 86.10 acres of land located at the southern end of Roger Haynes Drive from B-2, Regional Business District to R-10, Residential District. • Rezoning Request (Z21-18): Request by Cindee Wolf, applicant on behalf of the property owner, Hilda C. Dill etal, to rezone approximately 4.97 acres of land located along the western side of I- 40, opposite the end of Brookdale Drive, from I-2, Heavy Industrial District to R-10, Residential District. • Special Use Permit Modification Request (S-611M): Request by Joe Suleyman, Director of Environmental Management, on behalf of New Hanover County, to modify an existing special use permit to expand a sanitary landfill in an I-2, Heavy Industrial zoning district, east of US Highway 421 and north of the I-140 bypass. • Text Amendment Request (TA21-04): Request by Frank Pasquale with KFJ Development Group, LLC to amend Articles 3 and 4 of the Unified Development Ordinance to establish a new zoning district, the Riverfront Urban Mixed-Use Zoning District. Additional comments may be made upon further review of subsequent revisions. Please note: following the TRC meeting, a revised preliminary plan addressing each of the below items must be resubmitted prior to receiving preliminary plan approval. Planning, Amy Doss 910-798-7571 1. Please update the plan with the following general corrections: a. Please include “Preliminary Plan” in the title block. b. Staff suggests providing a separate sheet with the Phase IV preliminary layout without trees and contours showing the following: 1. Site data table (including gross and net acreage) 2. Setback lines 3. Parcel numbers of adjoining properties 4. Please show the boundary line of the 37-acre parcel that is Phase IV. 5. Please show location and size of proposed lots with dimensions and lot numbers. 6. Please show 7. Please show and label the location of all street ROWs, easements, and type of easement. 8. Please consider showing phasing lines. 2. Flood requirements: a. If the floodplain encroaches into Phase IV, please label accordingly. 3. Open space: a. Please show location and acreage of required open space. b. Please note that the stormwater pond can be included in this calculation. c. As a suggestion, for clarity purposes it may be helpful to provide an additional exhibit illustrating where the required open space and future development areas are located. 4. Tree Retention: a. Please provide the specific species (Loblolly pine, Long Leaf pine, etc.) of all regulated trees to be removed or credited for mitigation. In addition to the significant trees, please list all regulated trees to be removed. Staff suggests the table provided on Sheet I-1 list what is to be removed and what is being retained to determine tree credits and required mitigation. c. Please be aware that there are optional incentives for retaining trees. 5. Easements: a. Per Section 6.2.2, please label Storm Sewer, Sanitary Sewer, and Water Main Utility Easements. 6. Mailbox Kiosks: a. Will there be any mail kiosks? If so, please show location. 7. Roadway Design: a. Please ensure private roadways adhere to New Hanover County’s Private Roadway Design Standards Technical Manual. b. Please verify that the tangent lengths meet the code requirements specified by the County’s private road standards. c. Please indicate the minimum offset between centerlines of intersections. Street jogs with centerline offsets of less than 200 feet are prohibited. d. Please show all sight distance triangles at intersections. e. Please include the roadway designation on the preliminary plan. f. Please consider phasing the Final Plats. Roads that terminate with no turnaround may require a Temporary Vehicle Turnarounds. g. Are any traffic calming devices proposed? h. Please be aware that streets designated as private shall be constructed to minimum construction standards as adopted by New Hanover County and certified by a professional, legally recognized by a State of North Carolina licensing board, as being licensed to perform such activities or undertakings. i. Please show that pavement design shall meet the requirements as specified and shown in the road profiles depicted in Appendix A: Subdivision Appendices and Certificates. As acknowledged, please submit for a revised land disturbing and stormwater permit as the design is completed. 2. Details for the perforated storm drainage piping were not found in the plans. Cape Fear Public Utility Authority, Bernice Johnson 910-332-6620 1. CFPUA TRC Comments provided are preliminary comments only. 2. Utility Plan review required by CFPUA. CFPUA is moving toward becoming paperless. When ready to submit plan review package, upload all documents to https://www.cfpua.org/FormCenter/Engineering-3/Engineering-Plan-Review-103. 3. CFPUA water and sewer available through mainline extension. 4. At this time capacity is available; DWQ permit application will require a Planning FTSE. A capacity determination can be provided upon submittal of the NC DWQ FTA/FTSE Application Form and a Preliminary Plan, this determination does not guarantee capacity. 7. Capacity is issued to projects on a first come, first serve basis, when capacity is available, the plans meet Authority requirements, and the NC DWQ FTA/FTSE forms are signed by the Authority. If site does not connect to CFPUA water and sewer then individual septic and well permits must be applied for through NHC Environmental Health. Any ditching or pond for stormwater requirements must meet setbacks to existing septic and wells on adjoining properties.
