Approval of the 2021 General Records and Program Records Retention Schedules for Local Government Agencies
BRIEF SUMMARY:
N.C.G.S. 121-5(c) and 132-8 direct local governments to adopt and adhere to records retention and disposition
schedules that are created and managed by the NC Department of Cultural Resources (NCDCR). The schedules
provide the guidance on the types of records to be maintained and for how long. In October 2021, the N.C. Division of
Archives and History issued a new General Records and Program Records Schedule for Local Government Agencies. By
state statute, the schedules must be approved by the Board of Commissioners before distributing to departments for
retention and disposal of records.
General Records Schedules brief description: While some local government records are specific to the mission of the
agency that creates them (for example, a Sheriff's case files, or a Health Department's patient records), many of the
records created on a daily basis (for example, payroll and personnel) are common to all government agencies. Under
this model, State Archives will update all general records on an annual basis. This will also allow for local records
retention periods to be consistent with state records retention periods where applicable, creating greater consistency
in records management for the State of North Carolina as a whole. It includes updated records standards for such
programs as: Administration & Management, GIS, Information Technology, Public Relations, Budget/Fiscal/Payroll,
Human Resources, Legal, and Risk Management.
Program Records Schedules brief description: The 2021 Program Records Schedule for Local Government Agencies is
a new retention schedule created from the former County Management (last updated in 2013) and Municipal (last
updated in 2012) retention schedules. This schedule contains specific functions of government at the county and
municipal level and includes updated records standards for programs such as the Airport Authority, Code
Enforcement/Inspection, Parks & Recreation, Law Enforcement, Animal Services, EMS/Fire Department, Planning &
Development, and Tax.
Due to the schedules being voluminous, copies are on file in the Governing Body Office for review.

✓ According to N.C. Gen. Stat. § 121-5(b) and N.C. Gen. Stat. § 132-3, you may destroy public
records only with the consent of the Department of Natural and Cultural Resources
(DNCR). The State Archives of North Carolina is the division of DNCR charged with
administering a records management program. This schedule is the primary way the State
Archives of North Carolina gives its consent. Without approving this schedule, your agency
is obligated to obtain the State Archives of North Carolina's permission to destroy any
record, no matter how insignificant.
✓ Each records series listed on this schedule has specific disposition instructions that will
indicate how long the series must be kept in your office. In some cases, the disposition
instructions are simply "retain in office permanently," which means that those records
must be kept in your office forever. In other cases, the retention period may be "destroy
in office when reference value ends." An agency may have reference copies of materials,
meaning "a copy of a record distributed to make recipients aware of the content but not
directing the recipient to take any action on the matter" (from Society of American
Archivists, Dictionary of Archives Terminology). Your agency must establish and enforce
internal policies by setting minimum retention periods for the records that the State
Archives of North Carolina has scheduled with the disposition instructions, "destroy when
reference value ends."
✓ E-mail is a record as defined by N.C. Gen. Stat. § 121-5 and N.C. Gen. Stat. § 132. It is the
content of the e-mail that is critical when determining the retention period of a particular
e-mail, including attachments, not the media in which the record was created. It is
important for all agency employees and officials to determine the appropriate records
series for specific e-mails and retain them according to the disposition instructions listed

view the tutorials that are available online through the State Archives website in order to
familiarize themselves with records management principles and practices. The State
Archives of North Carolina's online tutorials include topics such as records management
and scanning guidelines.

minutes and selected other records of governing bodies and commissions, adoption
records, and maps and plats. Agencies can request copies of the digital images made

BRIEF SUMMARY:
Per new state legislation, certain types of ordinances may no longer be punished as misdemeanors or infractions, and
all other ordinances may be enforced as a misdemeanor or infraction if the county specifies such in an ordinance.
The County Code contains sections that might be construed not to specify a penalty "in the ordinance" but instead
rely on a catch-all provision that punishes violations as a misdemeanor if another penalty is not specified.
Code revisions ensure portions of the County Code will remain enforceable with criminal sanctions.

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
ORDINANCE
Amendment to County Code Per N.C. Session Law 2021-138
WHEREAS, North Carolina counties may, by ordinance, define, prohibit, regulate,
or abate acts, omissions, or conditions, detrimental to the health, safety, or welfare of its
citizens and the peace and dignity of the County and may define and abate nuisances;
and
WHEREAS, per N.C. Session Law 2021-138 certain ordinances may no longer be
enforced as a misdemeanor or infraction or may require that the County so specify such
in an ordinance; and
WHEREAS, the Code may contain sections that might be constructed to not
specify a penalty "in the ordinance."
NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of New
Hanover County that:
1. The following New Hanover County Code provisions are hereby expressly re-
adopted, ratified, and affirmed to be enforceable with those existing
misdemeanor sanctions expressly set forth therein. Should any of the
referenced Code provisions not contain an express misdemeanor sanction, a
violation thereof shall constitute a Class 3 misdemeanor and shall be fined
not more than five hundred dollars ($500.00), except for the operating or
parking of vehicles shall constitute an infraction of fifty dollars ($50.00):
A. Chapter 5, Animals
B. Chapter 8, Aviation
C. Chapter 17, Civil Emergencies
D. Chapter 23, Environment
E. Chapter 32, Health and Sanitation
F. Chapter 38, Offenses and Miscellaneous Provisions
G. Chapter 41, Parks and Recreation
H. Chapter 44, Solid Waste
I. Chapter 53, Traffic and Vehicles
J. Chapter 59, Waterways
2. All civil sanctions, penalties, and fines remain unaltered, in full force and effect.
3. Those ordinance violations expressly enumerated in G.S. 153A-123 as not
enforceable by criminal sanctions are hereby modified to delete any misdemeanor
penalty.

BRIEF SUMMARY.
According to NC GS 105-378 Limitation on use of remedies, we request the New Hanover County Board of
Commissioners to release the levy for the tax year 2011. The 10-year statute of limitations prohibits the collector from
using forced collection measures to collect these taxes. The total of New Hanover County and Fire Districts is
$397,564.21. For all municipalities is $160,519.56. The grand total is $558,083.77.

Section 2: Explanation
BA 22-020 The Department of Social Services serves as custodian of funds received for foster children receiving benefits
from the Social Security Administration (SSA) and the office of Child Support Enforcement. These funds are distributed,
as needed, for the needs and care of our foster children. Funds received from the SSA can be either Supplemental Security
Income (SSI) or SSA. SSI eligibility is based on the needs of the clients and SSA is based on entitlement, such as survivor
benefits. Funds received from Child Support Enforcement are funds collected from absent parents for children in custody.
Beginning this fiscal year, the county implemented a new accounting standard that changed how the department's support,
trust and dedicated accounts are to be recorded. The standard requires the funds to be reported in a special revenue fund
and the transactions budgeted. This budget amendment budgets funds within the department's ledger to meet these
requirements.
BA 22-021 The Department of Social Services serves as custodian to numerous escrow accounts.These escrow accounts
receive donations from individuals and organizations to be used for specified programs or groups of recipients, such as
foster children and adult wards, to provide assistance that does not meet the criteria of existing fund sources within the
department's budget. This fiscal year, the county implemented a new accounting standard that changes how these escrow
accounts are to be recorded. The standard requires these funds to be reported in a special revenue fund and the
transactions budgeted. This amendment budgets funds within the department's ledger to meet these requirements.

funds donated by faith -based organizations and churches. This program is also known as Faith Community Funds. These
programs provide food, rent/mortgage payments, prescriptions, water, electricity, gas and other types of assistance as
appropriate based on the situation or need. Social workers determine eligibility. Beginning this fiscal year, the county
implemented a new accounting standard that changes how Good Friends of Wilmington and the Faith Community Funds
accounts will be recorded. The standard requires the funds to be reported in a special revenue fund and the transactions
budgeted. This amendment budgets funds withtin the department's ledger to meet these requirements.

Section 2: Explanation
BA 22-023 will increase the revenue and expense for the recurring Family Caregiver Support Program grant provided
through the Cape Fear Council of Governments from the NC Division of Aging and Adult Services. The grant sustains
the efforts of families and other informal caregivers of older adults by providing supportive services. The total grant
award is $42,500, which is $12,500 more than anticipated in the adopted budget. This amendment is required to increase
the budget. There is no county match required for this grant.
BA 22-024 will budget a new William H. Musser donation made to the Senior Resource Center for $3,140. The donation
was given by the Musser family to provide services related to Alzheimers, Dementia and Aphasia care and enrichment
activities, as well as provide caregiver support and education. No county match is required.
BA 22-037 will increase the revenue and expense lines for the NC Department of Transportation's Rural Operating
Assistance Program (ROAP) grant. The total grant award is $225,815 which is $18,600 more than was included in the
adopted budget. The final allocations for the Elderly and Disabled Transportation Assistance Program (EDTAP) is
$171,771 and the Employment Transportation Assistance Program (EMPL) is $9,500. These two programs will be
managed by the Senior Resource Center. Wave Transit will be a sub -recipient to manage the Rural General Public
(RGP) program services allocation of $44,544. The EDTAP and EMPL funds do not require a match. The RGP funds
require a 10% match which is provided by Wave Transit.

Section 2: Explanation
BA 22-025 budgets for a pass -through of grant funding from the North Carolina Railroad (NCRR) Company through
its NCRR Invests program to ProForm Finishing Products, LLC (formerly known as National Gypsum Company) for
the improvements to rail as a part of the reopening of its Wilmington plant. The county must serve as the pass -
through governmental entity for these funds and will receive up to $400,000 for the rail improvement project
completed by ProForm Finishing Products, LLC. Once ProForm Finishing Products, LLC completes all requirements
including the rail improvements and usage, new full-time jobs, and capital investments as required by NCRR, the
county will pass those revenues to Proform Finishing Products, LLC.

BA 22-032 budgets the 2021 Edward Byrne Memorial Justice Assistance Grant in the amount of $86,805, which is a
joint allocation; New Hanover County Sheriffs Office will receive $43,403 and the City of Wilmington Police
Department will receive $43,402. Funds will be used to purchase patrol bicycles and a portable camera system for the
Sheriff s Office. The city will purchase a trailer and camera system used for special events. No county match is
required.
BA 22-031 will budget the City of Wilmington's portion of the 2020 Edward Byrne Memorial Justice Assistance
Grant in the amount of $38,553. This will be used to purchase a laser scanner. No county match is required.

BA 22-034 budgets funds provided by the North Carolina Breast and Cervical Cancer Control Program (NC
BCCCP). The goal of NC BCCCP is to reduce the morbidity and mortality due to breast and cervical cancers in
women by providing breast and cervical cancer screening, diagnostic services, and patient navigation services for
eligible underserved women of North Carolina. Specifically, these funds will be used for contracted breast and
cervical cancer screening and diagnostic services. No new positions are being requested and no county match is
required.

Section 2: Explanation
BA 22-035 The Low Income Household Water Assistance Program (LIHWAP) is a federally -funded program that
provides emergency assistance to low income households to prevent disconnection, or provide assistance with
reconnection, of drinking water and wastewater services. LIHWAP assistance will be made available to households
based on a priority group system. Households will be categorically eligible if they: 1. Are currently receiving Food
and Nutrition Services benefits; 2. Are currently receiving Work First benefits; or 3. Received LIEAP within the last
12 months. If the household is not categorically eligible, then the household's countable income must be equal to or
less than 150% of the current poverty level during the base period. To lessen the hardship on those households that
have already lost water services or are in jeopardy of losing water services, groups 1 and 2 would be served first. If
funds are available then group 3 would be served after groups I and 2 are completed. The classification of groups
are: group 1 consists of households that have had water services disconnected; group 2 consists of households that
are in jeopardy of water services being disconnected, unless action is taken to prevent the disconnect; and group 3
consists of households that have current water services bills and need assistance to maintain the service. There is no
county match required.
BA 22-036 increases the budgeted amount for the Low Income Energy Assistance Program (LIEAP). The amount
budgeted is based on estimates from the state. The allocation for the fiscal year was more than anticipated. This
program assists low income households with the cost of heating expenses. Eligible households receive a one-time
LIEAP heating assistance payment made directly to their heating vendor. The target population is persons age 60 and
over or diabled persons receiving a state service through the Division of Aging and Adult Services. Household
income must be at or below 130% of poverty. County departments of social services take applications during the
specified time period of December 1 through March 31, or until funds are exhausted. The program funds the LIEAP
benefit payments and are intended to cover all administrative costs. There is no county match for LIEAP payments.
Section 3: Documentation of Adoption
This ordinance shall be effective upon its adoption.

Main Points
The attached Capital Outlay fund amendment includes carryover of outstanding project balances from
the prior fiscal year totaling $11,391,285.
The amendment also reflects a correction of the revenue allocation on the Budget Resolution, which
erroneously listed County Revenue of $3,696,001 as Fund Balance Appropriation and State Lottery
Revenue of $2,327,501 as Other Revenue.
Request project transfers as follows:
1. Transfer remaining desktop replacement projects to laptops based on new technology plan.
2. Transfer project savings of $250,498 to establish budget for Mobile Unit Relocation.
3. Increase budget for Brogden Hall floor repairs by $1,459,683, by transferring project savings of
$259,683 and deferring the projects listed below totaling $1,200,000:
• Codington Site Repair Project - $570,000
• NHHS George West Roof - $545,000
• Laney Band Room HVAC - $85,000

Consideration of a New Senior Dental Program Coordinated by Health and Human Services and the Senior
Resource Center Through a Contract with Access Dental Care
BRIEF SUMMARY:
Health and Human Services and the Senior Resource Center are proposing the adoption and funding of a new dental
program, based on the Board of County Commissioners directives at their October 4, 2021, and October 28, 2021,
meetings, aimed to provide access to dental care for New Hanover County low-income seniors ages 55 and older, who
do not have dental insurance.
County staff researched viable options and are recommending to contractually partner with Access Dental Care to
provide portable dental services and education for older adult residents. As guided by the New Hanover County
Master Aging Plan, this superior Public Health initiative will assure accessible and affordable access to dental care for
New Hanover County's underserved older adult population.
Access Dental Care has been a North Carolina 501(c)3 non-profit agency for 21 years and is a national leader in
providing comprehensive, mobile dental services to patients with special health care and behavioral needs. Access
Dental Care is unique in providing mobile dental services for special populations and can provide dental care in a
variety of settings.
The contractual partnership with Access Dental Care requires a 2-phased approach. In Fiscal Year 2021-2022, phase 1
or the start-up will begin and includes hiring and training of a 1 FTE Administrative Specialist for program coordination,
and one-time startup costs of $120,000 to Access Dental Care for program development, consulting, program
equipment, community oral health education and patient oral health needs assessments. In Fiscal Year 2022-2023,
phase 2 or implementation of direct patient care will begin on July 5, 2022.
Access Dental Care will provide on -site dental care using portable equipment in various sites throughout the county to
include the Senior Resource Center, and other accessible locations such as senior congregate meal sites, Health &
Human Services, and low-income senior housing communities. Total estimated Fiscal Year 2022-2023 costs will be a
total of $729,884, including $660,000 contracted services and $69,884 for the annual cost of the Administrative
Specialist. Fiscal Year 2022-2023 contractual services will include on -site dental clinics 3 days a week (150 days/year)
at $4,400 per service day with up to 18 dental appointments per day. In year 1, approximately 1,500-2,000
appointments will occur. Comprehensive dental services will be performed by a licensed dentist, dental hygienist, and 2
dental assistants.

BA 22-038 budgets appropriated fund balance to begin the process of providing dental services to older adults through

Term of Office: Three-year terms; May serve up to a maximum of three consecutive terms
Regular Meeting: The Board currently meets on the first and third Thursdays of each month
Statute or cause creating Board: Resolution adopted October 5, 2020 by the Board of County Commissioners.
Brief on Functions: The board is empowered to accept, hold, invest, reinvest, and administer any gifts, grants,
bequests, devises, benefits of trusts, and property of any sort on behalf of the endowment. Its mission is to
improve the health, education, safety, and economic opportunity of every person in the New Hanover County
community. The organization seeks to identify and address the root challenges in these areas, aiming for
long-lasting and deeply impactful solutions.
Qualifications: All board members shall be residents of New Hanover County and shall be subject to the
satisfaction of applicable governance best practices, core competencies, and diversity considerations. Authorities
that appoint members to the board should consider the community demographics and characteristics at large at
the time by giving serious and deliberate consideration to the balance of gender, race, and ethnicity in each and
every one of its appointees. The appointing authorities will equally consider a range of professional and life
experiences of its appointees to include prior service to the community, effective governance for public and
private corporations, and stewardship of resources to include all forms of community and organizational assets.
Competencies of every board member and candidate should include: (1) Demonstrated leadership within the
community with complex decision -making experiences; (2) Shared governance responsibilities with a
demonstrated capacity to work collaboratively with a group that is purposely constructed to represent the
community in all manners possible; (3) Demonstrated professionalism in the individuals' chosen careers or
volunteerism that meets the high standard and conduct of what is expected and becoming for persons serving the
public and community at large; (4) Commitment to the values and principles of the foundation itself including a
commitment to advancing the complicated work of the foundation, the ability to represent positively and
effectively the work of the foundation, and a passion for helping solve intractable community problems; (5)
Diversity that fairly and equitably ensure gender, racial, and ethnicity considerations as well as lived experiences
reflecting different rates of educational attainment, economic prosperity, and social mobility. In addition to the
qualifications and competencies described, any individual serving as a Reserved Director shall have demonstrable,
substantive, and reasonably recent experience working for or on behalf of a charitable or nonprofit entity, or in a
professional field or position, focusing on matters that are consistent with the mission of the Corporation or are in
furtherance of programs or issues generally supported or addressed by the Corporation, including, but not limited
to, one or more of the following areas: (1) Public health; (2) Providing support and services to underserved
populations; and (3) Promotion of racial equity and justice.

At the September 16, 2021 meeting, the board of directors of the New Hanover Community
Endowment, Inc. voted unanimously to recommend the re -appointment of Stedman Stevens to a full
three-year term.
Stedman has proven to be a valuable and energetic member of our board. He currently chairs our
Search Committee which is engaged in a nation-wide search for our initial Chief Executive Officer and is

Why do you wish to serve on this board or committee?
I am a parent first for 26 years as I have been raising my 4 sons since birth in Wilmington. I have children ages 7, 18, 22 and 26
and all have been students of New Hanover County Schools. They are all involved in sports through local recreational
programs, school programs as well as travel programs. These experiences with my children have given me the greatest
opportunities to become close friends with families outside of my immediate circle; from Landfall, the Winter Park Community, to
Creekwood. My friendships and my students at UNCW are my greatest resources of knowledge and allow me to continue to
personally learn and grow my perspective about diverse people and communities. It also makes the actions of our government

and concerns in communities personal to me; there is not one community that I do not have some sort of personal connection
with. These relationships allow me to be a true representative of everyone in New Hanover County.
I am a wife. We are not wealthy, we do not own a business and I say this because it allows me to have no sense of obligation to
anyone or any entity other than the people I would serve. I have been an educator my entire professional career and my
husband of 26 years has worked in the social work field in New Hanover County for over 25 years with youth who face
tremendous family, academic, mental health and societal challenges, adults with mental health disabilities and currently with the
homeless and finding housing and resources for them. We chose professions in which we are intertwined at all times with giving
something to those we serve and learning about their needs from each of them personally, not from a report or the media.
I am a child and community advocate. I have worked diligently to advocate Williston Middle School and now for New Hanover
High School since 2014. This school is a cesspool of inequity and violations of federal law. I worked tirelessly to have air
conditioning in Brogden Hall for the first time in 2015. 1 am the person behind the push for the gym floor repairs for said historical
gym. I obviously know how to professionally advocate for justice for students as there are results. There is a lot more to do but it
can only be done with funding, specific, strict and with great oversight, that this endowment committee can provide.
I am an educator always. My professional and community service provided in the previous questions show this so I do not feel
compelled to share it again here. I am very privy to the needs in this community, how people in this community feel when they
perceive themselves to be valued and when they feel undervalued and forgotten. Some one needs to speak for these
wonderfully gifted people and advocate for them and I am certain that I am that person. Through my treasured work at UNCW I
have the privilege of being in schools every semester, pre and post pandemic, and observe first hand the most amazing work of
these Title I schools. I know how administrators are able to create emotionally safe environments conducive to learning with the
little they have and have imagined how much more incredible opportunities they can create for their teachers and students if
they had what they needed. The same is true for the teachers and how tirelessly they work above and beyond their duties to
create learning environments that are socially and emotionally safe. They need more, their students deserve more and I want to
represent them.
As an active member of this community for over 30 years I would like to represent the youth in this community, families in the
community as well as be an influential change maker in the socio-economic opportunities for all citizens. In addition, I have
watched New Hanover County at its best and at it's worst through prosperity, triumphs and challenges including recovery from
hurricanes and the current pandemic. My biggest concerns and those that I am very knowledgeable about are the NHC Schools,
youth violence, mental health, systemic poverty, and opportunities for personal and financial growth. All of these are direct
influences on how healthy or unhealthy, how safe and unsafe a community is.
I very much want to serve on this committee with transparency, honesty, compassion, a willingness to learn as much as I can
and to represent the too often misunderstood and underrepresented gold mines of people in this community.

Additional comments:
I would also like to include that as a wife of an African -American man, and mother of 4 multi -racial sons, I have a unique set of
experiences that allow me to have a better understanding of the triumphs and challenges in the black community in NHC. While
I will never know what it is to be black in our community, country and world, I do have a greater perspective about it than many
of my white counterparts.
Of my four children, my oldest has graduated from Cape Fear Academy and second son from New Hanover High School. The
oldest is now working full time and excelling in his career in the hotel industry. My second son is a senior in college on a D-1
basketball scholarship and excelling in academics and athletics.
Sadly, 3 of my 4 children were at locations in NHC that had a shooting. This past summer my then 21 and 6 year olds were at a
park downtown watching a basketball tournament and they had to run and hide from the gunfire, and saw a person being shot.
My third son at NHHS was there when a student was shot. I was tremendously concerned at the previous shootings in our
community and began extensive research efforts on change. While I am knowledgeable about trauma and children, seeing it
and not just reading about it and knowing my sons who make good decisions, practice safety and are aware of their
surroundings can be affected, revved me up even more to to find a way to actively engage in change.

I have been a resident of New Hanover County since 1997 and plan to live here for the rest of my life. My entire career as an
analyst in the Federal government and thirty years as a public administration professor and academic administrator has been
dedicated to public service and improving the quality of life in the communities in which I have lived and worked. I would
welcome the opportunity to serve on the New Hanover Community Endowment and work with the other distinguished members
and county leadership to make the best possible decisions regarding where to invest community resources to address the most
pressing problems facing our region.
What areas of concern would you like to see addressed by this committee?
I have no pre -ordained agenda as to where resources should be directed, but I would be committed to helping structure a quality
process where all voices and perspectives would be heard and the best possible evidence used to make decisions in the best

quality of life for everyone in a community including health, education, safety, environment, food security, jobs and housing. I
would also be interested in examining the indicators that are used to assess how well we are performing in these areas, and
directing resources to areas and programs where the needle can be moved in a positive direction.
Qualifications for serving:
I am a "pracademic", serving in both the federal government for ten years with the Department of Health and Human Services,
and then for the past thirty years as a public administration professor, twenty of those years with UNC Wilmington serving as
both a faculty member and significant stints as the founding Director of the Master of Public Administration program, Chair of the
Department of Political Science and Public Affairs, and Interim Vice Chancellor/Dean of the Division of Public Service and
Continuing Studies. My areas of teaching, research and consulting are strategic planning, organization development, human
resource management and ethics. I also have been immersed in various initiatives in New Hanover County including Board
Chair, United Way of the Cape Fear Area, New Hanover County Safe Schools Task Force, Committee to examine the
consolidation of the NHC Social Services and Public Health Boards, and founding committee for the Blue Ribbon Commission
on Youth Violence (now Voyage). I am also an experienced community facilitator, such as the Policy -Community Conversations
I co -facilitated with the Wilmington Police Department and New Hanover County Sheriffs Department. I bring these skills along

I own Art in Bloom Gallery at 210 Princess Street in historic downtown Wilmington. Art in Bloom Gallery's indoor space and
courtyard are available to 501(c)3 non -profits for meetings and events. In addition to owning a gallery, I am a classically trained,
visual artist with a studio at Acme Art Studios. Since 2010, 1 have managed the Hannah Barr Grant Memorial fund, a donor -
advised fund distributing grants to 501(c)3 organizations making a difference in health and education. I have also served on the
grants review committee for Broadway for a Better World (The Wilson Center) and for the Arts Council of Wilmington and New
Hanover County. Prior to moving to Wilmington in 2014, 1 was a scientist in the biopharmaceutical industry for over 20 years in
the Philadelphia area. I served on various charitable grant review committees during my career as a scientist. I have worked
with student intems for many years in both science and art careers. I believe both science and art change lives, and it is
important to help the next generation and to give back to the community.
Volunteer Activities
Volunteer at DREAMS Center for Arts Education and Board Member; Thalian Hall Center for the Performing Arts (THCPA)
Board of Trustees; and NHC Public Library Advisory Board. Established in 2015, Art in Bloom Gallery collaborates wtih many
501(c)3 non-profit organizations in our community, e.g., the Arts Council of Wilmington and New Hanover County; the Cape
Fear Literarcy Council; Cucalorus Festival; DREAMS Center for Arts Education; the Lower Cape Fear Life Care Center (aka
Hospice); the Good Shepherd Center; The Wilson Center; Mother Hubbard's Cupboard; UNCW; CFCC; WHQR Public Radio;
and other organizations.
Why do you wish to serve on this board or committee?
I believe my experience as a grant writer, grant reviewer, and grantor would help with the ground -breaking work to launch New
Hanover County Community Endowment. I tend to have a balanced approach and open mind. My work in corporations and as a
small business owner gives me perspective and the ability to see the larger picture while focusing on details at the same time. I
am an active listener in a world full of distractions. Since 2015, Art in Bloom Gallery has given me the opportunity to get to know
our community with all of its nooks and crannies; complex histories; and many challenges. I would like to give back and to apply
my experience over the past 7 years in Wilmington interacting with the many non-profit organizations, for -profit businesses,
academia, government, healthcare organizations, and other groups and individuals in our community.
What areas of concern would you like to see addressed by this committee?
Major areas of concern include ensuring that the New Hanover County Community Endowment is consistent, inclusive,
equitable, and accessible with all processes. This includes everything from hiring and supporting a Director to communicating
consistently. The Listening sessions, website, and efforts to communicate are a great start. Moving from theorty to practice is
always a challenge. Not rushing is important despite the pressures to move faster in a culture and mindset that often wants
everything instantly.
Qualifications for serving:
My main qualifications include experience as a grant writer, grant reviewer, and grantor (manager of the Hannah Barr Grant
Memorial Fund since 2010). 1 have served on various Boards and Committees since 1986 and understand group dynamics and
how to work with others for the benefit of the many vs. the few. The past 7 years in Wilmington have been eye opening. Through
my small business (Art in Bloom Gallery) and through volunteer work, I continue to learn about our complex community in the
midst of change. My background in science and in the arts shapes the way I think and work with others in a balanced way.
Giving back to the community is important! And, the New Hanover County Community Endowment gives us the opportunity to
help current and future generations in a significant and meaningful way. I would like to be part of the process.

a lack of affordable housing is forcing many families with special needs children to leave the area because they can no longer
afford to live here, despite the fact that NHC provides excellent resources for children with special needs. I've seen how
interagency collaboration improves outcomes for children and families. Because I have written or assisted with writing grants for
collaborative projects as well as for single organizations, I understand the essential, yet complex, relationships between service
organizations and funding entities. I also understand issues related to compliance and reporting. Because of these experiences I
believe I can bring insight and experience to the Community Endowment board.
What areas of concern would you like to see addressed by this committee?
Affordable housing, after -school services, health and mental health services, early childhood services.

Members: 16
Terms of Office: Initial terms shall commence December 1, 2017. Terms will be staggered as
determined by the Board of Commissioners to serve one-year, two-year, and three-year terms.
All appointees will serve in at -large capacities.
Purpose: Cooperative Extension is a partnership between New Hanover County Government
and North Carolina's two Land Grant universities — N.C. State in Raleigh and N.C. A&T State in
Greensboro. Primary responsibilities include:
1. Provide input and direction for educational programming conducted by Cooperative
Extension staff and volunteers in the areas of Consumer, Therapeutic and Commercial
Horticulture, 4-H Youth Development, Family and Consumer Sciences, and Natural
Resources/Environmental Education and Community Development.
2. Serve as an advocate for Cooperative Extension with citizens, community leaders, and
elected officials.
3. Participate in and support Cooperative Extension programs and events.
4. Partner with the New Hanover County Friends of the Arboretum, the New Hanover
County Master Gardener Association, other agencies, non-profit organizations, and
companies to improve/expand facilities and services.
Meetings: Four times yearly, held in auditorium at the New Hanover County Arboretum
Statute or cause creating council: Cooperative Extension Director requested County

What areas of concern would you like to see addressed by this committee?
I would like to see more outreach and collaboration with our robust school system and private child care facilities. I'd also like to
see more collaboration with land developers, builders, and county commissioners to help create a more sustainable community.
Qualifications for serving:
I have the determination, the time, and the desire to serve. I am familiar with the programs offered and also trained by the
wonderful staff to be a master gardener as well as a tour guide for our beautiful gardens. It is meant as a research facility,
created to teach and share.

NEW HANOVER COUNTY
TOURISM DEVELOPMENT AUTHORITY
Number of Members: 15 voting members: 5 ex-officio members and 10 members appointed by
the Board of County Commissioners. The five ex-officio members are the Chairman of the Board
of County Commissioners, the Mayor of the City of Wilmington, and the Mayors of the Beach
towns or whomever they appoint by each elected body. The other ten members are in the
following categories and must have experience in promoting travel and tourism:
a. Owner/manager of a hotel of 150 rooms or more in the Town of Wrightsville Beach
b. Owner/manager of a hotel in the Town of Carolina Beach
c. Owner/manager of a hotel in the Town of Kure Beach
d. Owner/manager of a hotel of 150 rooms or more in the City of Wilmington
e. Owner/manager of a hotel of fewer than 150 rooms in the City of Wilmington
f. Owner/manager of a bed and breakfast facility
g. Owner/manager of company that manages and rents more than 100 vacation rental
properties
h. Representative of a tourism attraction
i. Representative of the Wilmington Chamber of Commerce
j. Owner/manager of a restaurant business
Term of Office: 3-years with no one serving more than two consecutive full terms (excluding
Chairman of Commissioners and Mayors).
Regular Meetings: Fourth or Fifth Wednesday of every other month at 5:30 p.m. at various
locations in the county.
Statute or cause creating Bureau: On October 3, 2002, through House Bill 1707, the North
Carolina General Assembly directed that the New Hanover County Board of Commissioners
designate the Cape Fear Coast Convention and Visitors Bureau as a Tourism Development
Authority (TDA) to promote travel, tourism, and conventions in New Hanover County, and to
administer related tourism expenditures. The TDA shall take effect and come into creation on
January 1, 2003, with all those powers, rights and duties set forth in House Bill 1707, Session
2001. The Authority shall hereinafter be known and operated as the New Hanover County
Tourism Development Authority d.b.a. Cape Fear Coast Convention and Visitors Bureau.
