2021-09-02 Meeting MinutesC t-z T11 \7SHNP I NEW HANOVER COUNTY Non -County Agency Funding Committee Virtual on Teams App Thursday, September 2, 2021, 9:00 am Meeting Minutes In Attendance: Gwen Hill, Scott Steinhilber, Michelle Daniels, Fred Gainey (had to leave early), Shane Hartley, Gail Eddie, Randy Reeves, and Elizabeth DeBiasi Discuss FY21.22 Survey Results Scott went over the survey results. There were 20 respondents who all received funding. There was discussion about question #8 regarding some of the criteria that's considered on the rubric scoring receiving 50% or below. Impact of Program - Multiplier received 45% and it was stated that maybe the survey respondents didn't understand what this was about. Also, the lengthy response/suggestion on homelessness was brought up and asked if this is something the committee needed to consider. Gwen and Scott answered that this was for management to look at and in fact it is currently being discussed with one of the assistant county managers and this agency. Discuss FY20.21 Agency Year -End Reporting Results Gwen went over the year-end results. There were approximately three agencies that were not able to spend all their funding by June 30, 2021 and have asked to spend it in the first half of the new reporting period and they have been granted permission to do so. Most of the reasons targets were met were because of COVID-19 restrictions and protocols. Most all agencies spent their funding by June 30, 2021. There were no questions or concerns from the committee. Update Application for FY22.23 Changes on the application: Page 2 under the Name of Program/Service question, some questions will be added: Is this an existing program, Yes or No; and Is this a New Program, Yes or No; If yes, please explain. The Description of Program/Service question will be changed to be a list of 1 to 5 for the Need and for the How and then Explain. Page 5 the bottom question to be changed to a list of answers: Description of Position(s), Position Title(s), Salaries, and Responsibilities. Page 6 remove the COVID-19 questions and ask: Has the agency received any type of funding for FY21-22? Yes or No and Explain. Also, add a statement that this will not impact your request for funding negatively. Update Rubric ScorinLy Criteria The committee decided to leave the criteria the same. Shane asked about getting a little more information about the county's strategic plan. It was noted that the original committee members were briefed on this at one of the very first meetings in FY18-19 when the funding committee started. Gwen will see if she can find any information on this in the notes from FY18-19 and if not will reach out to the Strategy department for some information to send to the committee. Final Thoughts Gwen said next steps would be getting the application revised and posted on the website for some time in November. A calendar will be emailed to everyone once it's finished.
