Minutes of the New Hanover County Planning Board
August 2, 2023
An agenda review of the New Hanover County Planning Board was held on August 2, 2023 at 3:00 PM in the
New Hanover County Government Center, 230 Government Center Dr., Conference Room 139 in Wilmington,
North Carolina.

The mee�ng started at 3 PM, and Director of Planning & Land Use Rebekah Roth conducted the oaths of office
for Board Member Cameron Moore and Board Member Pete Avery.
Ms. Roth provided an overview for the procedure for the Elec�on of Officers that would take place during the
regular mee�ng.
Development Review Supervisor Robert Farrell provided an overview of Item 1, rezoning request Z23-14.
Discussion focused on the changes made to the request since it had been con�nued at the July 6 mee�ng and
poten�al impacts of the project on the service road.
Mr. Farrell then provided an overview of Item 2, rezoning request Z23-17, and clarified that the case planner
for the item was Zach Dickerson, but that he would be presen�ng the case at the Thursday mee�ng in Mr.
Dickerson’s absence. Discussion focused on the project design and connec�vity, the height in feet of 3-story
structures, and poten�al ques�ons regarding stormwater, traffic impact, and exis�ng drainage paterns.
Associate Planner Wendell Biddle provided an overview of Item 3, rezoning request Z23-16. Discussion focused
on the proposed sep�c system, NCDOT’s comments about the driveway access onto S. College Rd., and the
loca�on of the closest CFPUA sewer line.
Mr. Farrell provided an overview of Item 4. Discussion focused on the Planning Board’s role in a Preliminary
Forum, and staff provided informa�on on who would likely atend the mee�ng for the forum.
The mee�ng ended at 4:25 PM.
