Chairman Powell asked if everyone had reviewed the July 24, 2008 minutes and if anyone had any questions, comments or changes. Warren Lee stated that last month Tom Hood said that it would take about 30 days to complete the process but actually it will take longer. Chairman Powell asked if there was a motion to approve the minutes, Larry Bergman made a motion and Michael Core seconded. Motion approved. Old Business: Bob Hamlin with Federal Engineering updated everyone on the 800 MHz system. The County has hired them to be the advocate for the rebanding. Most of what happens over the next year will go through him. Bob passed out a form for the non-county agencies that are to be filled out. The radios that are replaced need to be turned in with accessories or the agency will be responsible for the costs, antennas are a must to be turned in as well as the other accessories. (Form attached) Sprint/Nextel is only paying for a comparable replacement to what you have now, not upgrading your existing radios. Bob passed out a form for the tracking of the time and mileage for the rebanding. Every agency will have to fill these out to get reimbursed on a weekly basis. They need to be used to record for everyone whether they are on duty or off duty. (Form attached) Bob informed everyone that the reconfiguration agreement is in Sprint/Nextel’s hands. When he gets it back he will have a better idea of a timeline for completion. June 2009 is about when it looks like it will be complete which is about six to nine months not 30 days as previously stated by Tom Hood. Bob will work with the County and vendor for a schedule. They have a number of radios to do each day and everyone will have to stick to the schedule. Leslie asked if there was an overview of the tasks available for everyone to look at and get a better understanding of the process. Bob said that he would get one that would be understood by everyone. If there is a new digital radio, it will only be touched once; the reconfigured radios will be the ones that will be twice. Chairman Powell asked if there was anything else under Old Business. New Business: Public Safety Communications Center: Brenda asked if everyone received the reports for July and everyone said yes. Brenda informed everyone that the coded dispatch for fire will be dropped for now. We will begin using clear text as soon as the memo goes out to the staff in the 9-1-1 Center. All of the employees are not using it as they should and it may be discussed again next year. Unit recommend will still be used for the County. IT: Leslie and Jan mentioned that they would be having a meeting directly after the Board meeting and anyone that was interested in AVL for MCTs to remain for the discussion. Chairman Powell and Leslie asked that future agendas include an update from the IT Department. Chairman Powell adjourned at 10:37 A.M.
