Ratification of Issuance of Special Use Permit as Directed by the North Carolina Court of Appeals
BRIEF SUMMARY:
The Board of Commissioners held a hearing on June 1, 2020 to consider an application for a special use permit filed by
Coswald, LLC by and through its Agent, Tribute Investment and Development, Inc. The Board voted 5-0 to deny the
special use permit request. The North Carolina Court of Appeals has ruled that it was an error of law to not have
approved the request and ordered the issuance of the special use permit. The attached Order granting the special use
permit was signed by Chairwoman Julia Olson-Boseman on November 4, 2021.

COUNTY OF NEW HANOVER
STATE OF NORTH CAROLINA
ORDER GRANTING A SPECIAL USE PERMIT
Residential Uses within a Commercial District on approximately 15.6 acres of land located
in the 200 Block of Lendire Road near the 7200 Block of Market Street
S19-02
The County Commissioners held a public hearing on June 1, 2020, to consider
application number S 19-02 submitted by Coswald, LLC, by and through its Agent, Tribute
Investment and Development, Inc., to develop a residential use within a commercial district on
approximately 15.6-acres of land located in the 200 block of Lendire Road near the 7200 block
of Market Street. Based upon the Board of County Commissioners hearing held on June 1, 2020
and the Order of the North Carolina Court of Appeals, dated November 2, 2021, the Board
hereby grants the applicant's request for a special use permit. In doing so the Board makes the
following FINDINGS OF FACT and renders the following CONCLUSIONS:
1. The Board finds pursuant to the North Carolina Court of Appeals Order that the proposed
use does satisfy the first general requirement of the Ordinance namely the requirement
that the use will not materially endanger the public health or safety if located where
proposed and developed according to the plan as submitted and approved. The North
Carolina Court of Appeals determined that the Board of Commissioners' finding of fact
regarding this requirement of the Board was not based upon competent, material, and
substantial evidence in the record.
2. The Board finds that the proposed use does satisfy the second general requirement of the
Ordinance; namely that the use meets all required conditions and specifications.
3. The Board finds that the proposed use does satisfy the third general requirement of the
Ordinance; namely that the use will not substantially injure the value of adjoining or
abutting property.
4. The Board finds that the proposed use does satisfy the fourth general requirement of the
Ordinance; namely that the location and character of the use if developed according to the
plan as submitted and approved will be in harmony with the area in which it is to be
located and in general conformity with the plan of development in New Hanover County.
5. Therefore, pursuant to these findings the Board of County Commissioners conclude that
the specific and general requirements necessary for the issuance of a special use permit
have been satisfied and it is HEREBY ORDERED that the application for the special use
permit be GRANTED and it is hereby issued.

BRIEF SUMMARY:
On November 9, 2021, the New Hanover County Board of Education approved the submission of a North Carolina
Education Lottery application for urgent repairs needed at New Hanover High School's Brodgen Hall gym floor. The
amount of the application is $610,000.
The application will be submitted to the NC Department of Public Instruction and once approved, a budget
amendment will be submitted to the Board of Education and the Board of County Commissioners for approval.
The unallocated balance of the Public School Building Capital Fund after this action is $1,229,192.

North Carolina General Statutes, Chapter 18C, provides that a portion of the proceeds of the North
Carolina State Lottery Fund be transferred to the Public School Building Capital Fund in accordance
with G.S. 115C-546.2. Further, G.S. 115C-546.2 (d) has been amended to include the following:
(3) No county shall have to provide matching funds...
(4) A county may use monies in this Fund to pay for school construction projects in local school
administrative units and to retire indebtedness incurred for school construction projects.
(5) A county may not use monies in this Fund to pay for school technology needs.
As used in this section, "Public School Buildings" shall include only facilities for individual schools that
are used for instructional and related purposes, and does not include central administration,
maintenance, or other facilities. Applications must be submitted within one year following the
date of final payment to the Contractor or Vendor.

Consideration of a Resolution in Support of Military Operations at Wilmington International Airport
BRIEF SUMMARY:
The United States military has recently increased its use of Wilmington International Airport (I LM) as a refueling and
training site, resulting in increased economic benefits to I LM, fixed -base operators at the airport and supporting hotels,
rental car businesses, restaurants and more. It has further spurred significant private investment to support military
operations. The resolution is intended to show the U.S. military that New Hanover County supports its use of I LM as a
refueling and training site.

NEW HANOVER COUNTY BOARD OF COMMISSIONERS
RESOLUTION IN SUPPORT OF MILITARY OPERATIONS AT WILMINGTON INTERNATIONAL AIRPORT
WHEREAS, the primary objective of the United States military is and continues to be that of ensuring the
safety of domestic and international civil aviation, as well as to ensure the safety of all American citizens;
and
WHEREAS, the safety, capacity and efficiency of aviation operations is a key element of the Wilmington
International Airport (ILM); and
WHEREAS, New Hanover County owns ILM, appoints the members of the Airport Authority and has
consistently supported the airport's growth and contributions as an economic engine for New Hanover
County; and
WHEREAS, the United States military's refueling and training exercises at ILM contribute an estimated
$14 million annually to the local economy; and
WHEREAS, the estimated annual economic impact is not limited to fuel consumption, but also includes
up to 1,500 hotel room rentals, the use of up to 200 rental cars, and dining in local restaurants; and
WHEREAS, local businesses, including a fixed base operator at the airport, invested $1.4 million to upfit
or purchase equipment necessary to support the military operations, including trucks, personal protective
equipment, and safety equipment; and
WHEREAS, the military's use of ILM as a refueling and training site contributed almost $500,000 to ILM in
the form of fuel flowage fees in 2021.
NOW, THEREFORE, BE IT RESOLVED, that the New Hanover County Board of Commissioners supports the
military utilizing the Wilmington International Airport for its refueling and training operations and
welcomes their operations which help ensure safety and contribute to the local economy.

Consideration of Updated Fire Insurance Map for Northern New Hanover County
BRIEF SUMMARY:
In August 2021, the NC Department of Insurance, Office of State Fire Marshal rated the New Hanover County Fire
Districts resulting in a Class 2 rating. During this rating process, the county was made aware of changes needed to the
Northern Fire District Insurance Map. The previously approved map, reflected areas beyond 5 road miles from a fire
station in New Hanover County as being part of the Pender EMS and Fire Insurance District.
Changes in the Insurance Rating System now allows the county to include all current areas within New Hanover
County in the Northern Fire Insurance District. This updated insurance district boundary map will reduce district
confusion and allow property owners to receive maximum allowable benefits from the rating improvements.

Regular Meetings: Fourth Tuesday of every month at 5:30 p.m. in the Lucie F. Harrell Conference Room
at the Government Center, 230 Government Center Drive, Wilmington, NC.
Compensation: $20.00 per member per meeting plus auto mileage
Statute or cause creating Board: N.C. General Statutes 160D-302 (as of 2019). The Commissioners
increased board membership to 3 alternates on 11/21/94 (officially 4/1/96). The Unified Development
Ordinance (UDO) requires members to be appointed from different areas within the County's zoning
jurisdiction insofar as possible.
Brief on Functions: In New Hanover County, the duties of the Board fall into two general categories:
granting variances and hearing appeals.
Granting of Variances: When unnecessary hardships would result from carrying out a strict application
of the UDO, the Board of Adjustment has the authority to vary any of the provisions of the ordinance after
holding a public hearing and determining that the greater weight of evidence and testimony demonstrates
that four conclusions have been met supported by findings of fact:
1. Unnecessary hardship would result from the strict application of the ordinance.
2. The hardship results from conditions that are peculiar to the property, such as location, size, or
topography.
3. The hardship did not result from actions taken by the applicant or the property owner.
4. The requested variance is consistent with the spirit, purpose, and intent of the ordinance, such that
public safety is secured, and substantial justice is achieved.
In summary, a variance is an approval enabling a property owner to make use of his property in some way
which is in conflict with the literal provisions of the Ordinance.
Hearing Appeals: The Board of Adjustment is also tasked with hearing and deciding on appeals where it
is alleged by the appellant that there is error in a decision made by the planning director or Technical
Review Committee (TRC) in administering or enforcing the LIDO.

Adjustment as it fulfills its mission. So I want to be on this board to help continue the outstanding work that is currently being
done.
What areas of concern would you like to see addressed by this committee?
A desire to see a continuation of the intelligent and sensible growth in New Hanover County that benefits everyone to the
greatest extent possible. Governance by any political body is a challenge and requires the commitment and dedication to listen
and understand the impact on individuals. My only concern is that the ability to hear from the citizenry that is the ultimate
recipient of any ordinance, continue and be enhanced in order to provide as close an alignment between this governing body
and the community which it serves.

Term of Office: Staggered initially; 3 years thereafter; no member shall serve more than 2 full

Regular Meetings: Fourth Tuesday of every month at 5:30 p.m. in the Hanover Room at the Main

Established: May 2016. The New Hanover County Board of Commissioners and Wilmington City
Council adopted resolutions to establish committee bylaws.
Brief on the functions: The purpose of the County/City Community Relations Advisory Committee
is to address community issues involving prejudice or discrimination on the bases of race, nation
origin, creed or religion, age, gender, sexual orientation, disability or medical condition; informing the
Appointing Authorities and other organizations of their findings; and making recommendations, in an
advisory capacity, to the Appointing Authorities and other organizations, as necessary.

Why do you wish to serve on this board or committee?
I believe in racial, social, and education equity. It is imperative that we provide communities of color with opportunities to live
and thrive in New Hanover County. A step in the right direction starts with building a robust representation of individuals that
belong to these communities. I am a proud immigrant Latina, member of the LGBTQ+ community and I strongly believe that we
need to embrace and work together to provide healing and true change in our communities. I want to be part of this committee
because I am a conduit that will bring diversity but also inclusion to the public. I want to join this committee to showcase and
proudly elevate our LatinX voices and the many voices of other fellow community members of color. I want to speak and
communicate in English and Spanish so that others like me, feel seen and represented. It is only right that if we say that we
want to promote community diversity, equity, and inclusion, then we must truly represent that.
I bring over 15 years of administrative and clinical experience working, educating, and advocating for communities of color,
specifically LatinX. I have attended social justice Marches, voting registration phone banks, delivered political social work and
voting webinars, facilitated town halls, and created platforms for Spanish speaking community members and professionals to
engage with one another. I have a real interest in advancing academic opportunities for LatinX students, creating conversations
that promote and challenge systemic oppression, and constantly engaging with fellow LatinX individuals to learn new strategies
that promote our cultural backgrounds and elevate our identities. I want to listen to the community and make a conscious efforts
to deliver real meaningful change.

I would like to participate in decisions to better the New Hanover County community. To contribute to the civil process of

What areas of concern would you like to see addressed by this committee?
Addressing areas of inequity within our community that may be commonly but not intentionally overlooked such as community
forums, events, and programs that need to have inclusion from various citizen demographics.
Qualifications for serving:
I have lived in two of our larger metropolitan cities in the US Atlanta and Philadelphia. Having grown up in a family that was and
still is actively involved within the New Hanover County community, I believe that my passion to be a servant leader is a natural
inclination. I bring a balanced outlook, and empathetic view of others and their circumstances, 20 years of administration skills,
and a determination to bring effective and tangible solutions to problems. I am also an active member of the local chapter of the
NAACP.

Carolina African American Heritage Commission, and other institutions, agencies and individuals with
historical knowledge and expertise. The commission shall educate the community on historical areas
and/or landmarks, and establish programs and initiatives that preserve and protect New Hanover
County's African American history, heritage, arts and culture. The commission shall collaborate with
the City of Wilmington Commission on African American History on special events and projects.

Why do you wish to serve on this board or committee?
The primary reason I want to serve on this board is to meaningfully contribute to serving New Hanover County and the city of
Wilmington around issues that may be sensitive and yet celebratory. I look forward to engaging residents and my peers on the
board in conversation about how we can advance the mission of the board. Last but not least, I want to educate others on the
work of this board and examine issues from another perspective.
What areas of concern would you like to see addressed by this committee?
First of all, I must learn what work has been done by the board. Secondly, I want to make sure the residents of New Hanover
County have an understanding of the history of African Americans in this county. Additionally, I want to look for ways to
celebrate the growth of the county and the work that has been done.
Qualifications for serving:
I have the educational background as well as the professional experience, in my opinion to make a meaningful contribution to
this board. In my doctoral program, I had an emphasis on the History of Education. Through this formal training and serving as
an educator, I am equipped with the necessary tools to deliver information in a way that people can understand while
challenging perspectives in a constructive environment.

I am currently charged with building relationships within the community to help increase access to quality care. I feel passionate
about being a mentor and helping to train current and future therapist. I have partnered with NC Treatment Center (located in
Durham NC), National Board of Certified Counselors, and the NASW; as I have done trainings around Infant and Child Mental
Health. In addition, I am a member of the Resiliency Task Force DE&I sub -committee. I also attend the local IDEA ( Diversity
and Inclusion think tank) meetings. Additionally, I have worked with other organizations such as: The local Chamber of
Commerce, UNCW, and Novant Health to assist on many causes and initiatives, as well as outreach efforts.
Volunteer Activities
I currently hold a board position with local organization StepUp Wilmington and a Charlotte based organization called Elizabeth
Foster Literacy. I am a founding ember of Three Ladies of Wilmington, an social/professional networking
groupaimed to
provide intentional opportunities for interactions and relationships building _ or_ minority professionals. I am also the founder of
Minority Mental Health Professionals, an organization to help increase retention for minority therapist; as well as increase
visibility of their presence in the community.
Why do you wish to serve on this board or committee?
I have a strong passion for my culture, my community, and preserving tradition while also being open to evolution. Now more
than ever, our community needs to develop a strong sense of self. Feeling grounded and proud of your identity not only
improves mental health and contributes to better citizenship and community synergy. I have always been a person who believes
in activism. I feel growth happens in proximity. Being around others who share the same passion will help me be a better
professional, community member, mentor, and parent.
What areas of concern would you like to see addressed by this committee?
I would love to see the continuation of educating all community members about the history of our great town. I believe that
history provides the blueprint for how to better structure our future. I would also love to see more community uplifting. Not just
covering our hurt, our pain, or defeats; but also highlighting our triumphs, our wins, our accomplishments. Not only in regard to
the past, but most definitely what's happening currently and drawing the connection to how the past and what's happening
currently will influence the future.
Qualifications for serving:
I have strong interpersonal skills. I am well versed on the history of Wilmington and New Hanover County. I value relationships. I
believe in the power of repair; understanding people do not always agree or share the same opinions, but that repairing the
disruption is key to maintaining a genuine and trusting relationship. I believe I am emotionally intelligent. I have desirable
leadership and team player skills that help with accomplishing goals. I am creative and innovative.

Wilmington History courses in the Honors College and History Department at UNCW, as well as in the Osher Lifelong Learning

Why do you wish to serve on this board or committee?
My professional activities focus heavily on regional history and culture, and I want to see the stories of all citizens of New
Hanover County — past and present — highlighted and honored. My daily work focuses on archival research collections related
to these stories, but I also do a great deal of outreach work to encourage use of these collections. I would like to learn more
about how the Library can work with the community to preserve important historical sources and educate the wider community
on the fascinating history of our diverse home. I would also like to work with likeminded people outside the Library to find ways
to use our common resources to publicize New Hanover County's efforts in preserving and educating about local African
American history.
What areas of concern would you like to see addressed by this committee?
I would like to see what the Commission can do to encourage the preservation of papers, photographs, church records, etc.

COOPERATIVE EXTENSION ADVISORY COUNCIL
Members: 16
Terms of Office: Initial terms shall commence December 1, 2017. Terms will be staggered as
determined by the Board of Commissioners to serve one-year, two-year, and three-year terms.
All appointees will serve in at -large capacities.
Purpose: Cooperative Extension is a partnership between New Hanover County Government
and North Carolina's two Land Grant universities — N.C. State in Raleigh and N.C. A&T State in
Greensboro. Primary responsibilities include:
1. Provide input and direction for educational programming conducted by Cooperative
Extension staff and volunteers in the areas of Consumer, Therapeutic and Commercial
Horticulture, 4-H Youth Development, Family and Consumer Sciences, and Natural
Resources/Environmental Education and Community Development.
2. Serve as an advocate for Cooperative Extension with citizens, community leaders, and
elected officials.
3. Participate in and support Cooperative Extension programs and events.
4. Partner with the New Hanover County Friends of the Arboretum, the New Hanover
County Master Gardener Association, other agencies, non-profit organizations, and
companies to improve/expand facilities and services.
Meetings: Four times yearly, held in auditorium at the New Hanover County Arboretum
Statute or cause creating council: Cooperative Extension Director requested County
Commissioners appoint members 1/23/2006. Revised membership structure approved 5/6/2013;

I'm interested in being more involved in the community and I'm actively involved with the Hobby Greenhouse
Club, which pre-Covid met monthly at the Arboretum. I thought this might be a good introduction to serving
on a board and in an area I enjoy.
